The African National Congress expelled eight councillors for supporting the election of a Democratic Alliance (DA) speaker. Four were ward councillors, necessitating by-elections, which were held on 19 July 2023. The expelled councillors formed the Mangaung 7 (M7) grouping, and ran as independents. The ANC won all four by-elections, to retain majority control of the council.[9]
