The One Piece manga features an extensive cast of characters created by Eiichiro Oda. The series takes place in a fictional universe where vast numbers of pirates, soldiers, revolutionaries, and other adventurers fight each other, using various superhuman abilities. The majority of the characters are human, but the cast also includes dwarfs, giants, mermen and mermaids, fish-men,^[a] sky people, and minks,^[b] and many others. Many of the characters possess abilities gained by eating "Devil Fruits". The series' storyline follows the adventures of a group of pirates as they search for the mythical "One Piece" treasure.

Monkey D. Luffy is the series' main protagonist, a young pirate who wishes to succeed Gold Roger, the deceased King of the Pirates, by finding his treasure, the "One Piece". Throughout the series, Luffy gathers himself a diverse crew named the Straw Hat Pirates, including: the three-sword-wielding combatant Roronoa Zoro (sometimes referred to as Roronoa Zolo in the English manga); the thief and navigator Nami; the cowardly marksman and inventor Usopp; the amorous cook and martial artist Sanji; the anthropomorphic reindeer and doctor Tony Tony Chopper; the archaeologist Nico Robin; the cyborg shipwright Franky; the living skeleton musician Brook; and the fish-man helmsman Jimbei. Together they sail the seas in pursuit of their dreams, encountering other pirates, bounty hunters, criminal organizations, revolutionaries, secret agents and soldiers of the corrupt World Government, and various other friends and foes.

Several characters have been stated to be based on actual pirates and sailors such as: Eustass Kid (Eustace the Monk and William Kidd), X. Drake (Sir Francis Drake), Basil Hawkins (Basil Ringrose and John Hawkins), Capone Bege (Al Capone and William Le Sauvage), Jewelry Bonney (Anne Bonny), Urouge (Aruj and Oruç Reis), Alvida (Awilda), Bartolomeo (Bartholomew Roberts), Bellamy (Samuel Bellamy), Blackbeard (Edward Teach), Cavendish (Thomas Cavendish), Big Mom (Charlotte Badger), Gold Roger (Olivier Levasseur), Lafitte (Jean Lafitte), Roronoa Zoro (François l'Olonnais), Silvers Rayleigh (Sir Walter Raleigh), Thatch (Edward Thatch), Yorki (Calico Jack), Zeff and Sanji ("Red Legs" Greaves), Trafalgar Law (Edward Low), Barbarossa (Hayreddin Barbarossa), and Scratchmen Apoo (Chui A-poo).^[ch. 508] The cross dresser Emporio Ivankov is based on Dr. Frank N. Furter and Norio Imamura. Norio had asked Oda to draw more okama (homosexual) characters and became Ivankov's first voice actor.^[ch. 570]

Oda had created Helmeppo before he created Captain Morgan, Helmeppo's father. Oda originally named Morgan after "Chop", with the character's full title being "Naval Captain Chop" or "Sailor Chop". "Sailor" in Japanese is suihei (水兵), and "Suihei Chop" is a fighting technique used by Giant Baba, a Japanese wrestler. He created several versions of Morgan before settling on the final design. After an editor told him that Morgan, in Oda's words, "looked lame", he changed the design to its final style.^{[vol. 1:p. 144 (en)]}

Straw Hat Pirates

The protagonists of the One Piece series are all the members of the Straw Hat Pirates (麦わらの一味, Mugiwara no Ichimi), a crew of ten pirates captained by Monkey D. Luffy. The crew's number increases throughout the series, as Luffy recruits new members. Once Usopp joins the Straw Hat Pirates, they gain their own ship, the Going Merry, which is later destroyed and replaced by a larger and more powerful vessel, the Thousand Sunny created by their shipwright Franky. Two years later, the Straw Hats gain a new fleet, called the Straw Hat Grand Fleet, consisting of 5,640 pirates from seven different crews; Luffy objects to the idea of being a fleet commander, and organizes his new army in a way that they may act independently, but when one crew is in trouble, the others must do what they can to help them. By the end of the Wano Country Arc, the Straw Hat Pirates are recognized as an Emperor-led crew with Luffy also being recognized as the leader of the Straw Hat Grand Fleet^[ch. 903] and the other nine members as its Senior Officers^[ch. 1058] after the defeat of both Kaido and Big Mom.

Monkey D. Luffy

Monkey D. Luffy (モンキー・D・ルフィ, Monkī Dī Rufi) is the captain of the Straw Hat Pirate and the main protagonist of the One Piece series. At age seven, he admires and tries to join the pirates of the "Red Haired" Shanks. Ridiculed and rejected, he inadvertently eats their treasure, the Paramecia-type Gum-Gum Fruit (ゴムゴムの実, Gomu Gomu no Mi), which gives him rubbery attributes. His reckless efforts ultimately lead him into grave peril causing Shanks to lose an arm while rescuing him. After this, Luffy gives up on joining Shanks, resolving instead to start a crew of his own and become King of the Pirates.^[ch. 1] Displeased by Shanks spoiling his grandson, Garp takes Luffy to be raised by Curly Dadan and her mountain bandits, who he strong-arms into taking him in. During Luffy's time there, he becomes a sworn brother with Ace, Garp's other ward, and Sabo, a local runaway noble.^{[ch. 582–589]}

Ten years later and still wearing Shanks' treasured straw hat, Luffy forms and commands his own pirate crew called The Straw Hat Pirates and sets sail for the Grand Line, quickly gaining infamy as "Straw Hat" Luffy (麦わらのルフィ, Mugiwara no Rufi).^{[ch. 2, 7, 96, 98]} Eventually, after his strength proves insufficient to save Ace from execution, he spends two years on a secluded island, learning the use of the three colors of Haki as well as his rubber ability's fourth Gear from Silvers Rayleigh, before heading to the New World.^{[ch. 590–602]} Due to his infamy, he is one of the pirates who are known as "The Worst Generation". After the defeat of Kaido and Big Mom, he is subsequently named one of the newest members of the Four Emperors. Luffy is also capable of using the advanced application for all types of Haki. During his fight with Kaido, his devil fruit power awakened, revealing its true nature as the Mythical Zoan-type, Human-Human Fruit, Model: Nika.

Luffy is voiced by Mayumi Tanaka in the anime series.^[1] In the 4Kids Entertainment English adaptation, he is voiced by Erica Schroeder.^[2] In the Funimation Entertainment English adaptation, his voice is supplied by Colleen Clinkenbeard.^[3]

Luffy is portrayed by Iñaki Godoy in the live-action adaptation of One Piece.^[4]

Roronoa Zoro

Roronoa Zoro (ロロノア・ゾロ) is a swordsman who uses up to three swords simultaneously, holding one in each hand and a third in his mouth.^{[ch. 3, 5, 28]} To fulfill a promise to Kuina, his deceased childhood friend and rival, he aims to defeat "Hawk-Eye" Mihawk and become the world's greatest swordsman.^{[ch. 5, 50]} Traveling the seas in search of Mihawk and making a living as a bounty hunter, he becomes infamously known as "Pirate Hunter" Zoro (海賊狩りのゾロ, Kaizoku-Gari no Zoro).

Eventually, he comes into conflict with Helmeppo, the spoiled son of a navy officer. To prevent the harm of innocent civilians, Zoro allows himself to be incarcerated temporarily, while Helmeppo plots to have him killed. Zoro is saved from execution by Luffy in exchange for becoming his first crewman. At that point, Zoro makes it clear that he would turn on his captain if he ever stepped between him and his dream.^[ch. 2–6] However, Zoro grows fond of his crew and after several defeats in their defense, his priorities change and he convinces Mihawk to take him on as a student.^{[ch. 51f., 485, 597]} Zoro is capable of utilizing all three types of Haki and is capable of using the advanced application for both Haoshoku and Busoshoku Haki. He is known for his awful sense of direction and constantly gets lost when traveling.

In the anime television series, his voice actor is Kazuya Nakai.^[1] In the 4Kids English adaptation, his name is spelled Roronoa Zolo, and he is voiced by Marc Diraison.^[2] The VIZ media also calls him "Zolo". In the Funimation English adaptation, his voice is supplied by Christopher Sabat.^[3]

Zoro is portrayed by Mackenyu in the live-action adaptation of One Piece.^[4]

Nami

Adopted and raised by navy seaman turned tangerine farmer Belle-Mère, Nami (ナミ) witnessed her mother being murdered by the infamous Arlong, whose pirate gang occupies their island and extracts tribute from the population. Striking a deal with him, Nami, still a child, but already an accomplished cartographer who dreams of drawing a complete map of the world, joins the pirates, hoping to buy freedom for her village eventually. Growing up as a pirate-hating pirate drawing maps for Arlong and stealing treasure from other pirates, Nami becomes an excellent burglar, pickpocket, and navigator with an exceptional ability to forecast weather.^{[ch. 77, 95, 130]} After Arlong betrays her, and he and his gang are defeated by the Straw Hat Pirates, Nami joins them in pursuit of her dream and acquires infamy herself as "Cat Burglar" Nami (泥棒猫のナミ, Dorobō Neko no Nami).^{[ch. 94f., 435]}

In the anime television series, Nami is voiced by Akemi Okamura.^[5] In the 4Kids English adaptation, she is voiced by Kerry Williams.^[6] In the Funimation English adaptation, her voice is provided by Luci Christian.^[7]

Nami is portrayed by Emily Rudd in the live-action adaptation of One Piece.^[4]

Usopp

During his early childhood, Usopp (ウソップ, Usoppu) was abandoned by his father, Yasopp, who left to join the Red-Haired Pirates. As his mother, Bachina, falls ill, Usopp starts telling tall tales, expressing his hope that his father will return and take them out to sea. He regularly goes to the mansion at the top of the hill where he lives, to visit Kaya. Even after his mother dies, Usopp does not blame his father for leaving. Despite his cowardly disposition, he strives to become a great pirate.^{[ch. 25, 41]}

Usopp is recognizable for his long nose, a reference to the fact that he tends to lie a lot. He is a gifted inventor, painter, and sculptor.^{[ch. 42, 106, 190]} In combat, he relies primarily on slingshots to fire various kinds of ammunition with great precision in coordination with a set of lies and other weapons giving him a unique fighting style named "The Usopp Arsenal".^[ch. 332] To help the Straw Hats rescue Nico Robin, he achieves notoriety under his alter-ego "Sogeking, the King of Snipers" (狙撃の王様そげキング, Sogeki no Ō-sama Sogekingu), a hero sniper wearing a golden mask and cape. Eventually, after helping the Straw Hats liberate Dressrosa from Donquixote Doflamingo's rule, he becomes infamous as "God" Usopp (ゴッド ウソップ, Goddo Usoppu).^[ch. 435]

In the anime series, his voice actor is Kappei Yamaguchi.^[1] Jason Griffith and Sonny Strait provide his voice in the 4Kids and Funimation English adaptations, respectively.^[3][8]

Usopp is portrayed by Jacob Romero Gibson in the live-action adaptation of One Piece.^[4]

Sanji

Born as a prince of Germa Kingdom, Vinsmoke Sanji (ヴィンスモーク・サンジ, Vinsumōku Sanji) is routinely ridiculed by his genetically enhanced siblings and is locked away by his father Judge for being a disgrace. With help from his sister Reiju, he escapes and flees Germa, a floating kingdom composed of several ships, after it enters the East Blue and his father permits it.

While serving as an apprentice cook on a passenger ship, nine-year-old Sanji stands up to a boarding party of pirates led by the infamous "Red Foot" Zeff. During the encounter, Sanji is swept into the sea by a massive wave. Zeff jumps in after him because of their common dream of finding the All Blue (オールブルー, Ōru Burū), a legendary area where the East, West, North, and South Blue seas meet, containing every kind of fish in the world. While castaways together, the pirate saves Sanji's life yet again by giving him all of their food. After their eventual rescue, Sanji stays with Zeff for several years and helps him build a floating restaurant, the Baratie (バラティエ). Zeff in turn makes him a first-rate cook and teaches him his kick-based fighting style.^{[ch. 56–59]} Mirroring Zeff, Sanji will never refuse a starving person a meal, and he uses only his legs when fighting to protect the hands he needs for cooking.^{[ch. 48, 370]} He has a weakness for women and makes it a principle never to harm one, even if it means his death.^[ch. 403]

Eventually, he becomes infamous as "Black Leg" Sanji (黒脚のサンジ, Kuro Ashi no Sanji).^[ch. 435] While training for a period of two years in Emporio Ivankov's Kamabakka Queendom (カマバッカ王国, Kamabakka Ōkoku), he develops the Sky Walk (空中歩行(スカイ・ウォーク), Sukai Wōku), a variant of the Six Powers (六式, Rokushiki) technique Moonwalk (月歩, Geppo), which allows him to essentially run through air.^[ch. 635] Sanji receives his own Raid Suit from his family that grants him the ability to turn invisible^[ch. 903], though he later destroys it out of fear of losing his humanity.^[ch. 1031]

Sanji's standard appearance is wearing a well-fitting black suit with a skinny black tie. His hair always covers one of his eyes and he is usually smoking a cigarette.

In the anime television series, he is voiced by Hiroaki Hirata.^[9] In the 4Kids English adaptation, he is voiced by David Moo.^[10] In the Funimation English adaptation, his voice is supplied by Eric Vale.^[3]

Sanji is portrayed by Taz Skylar in the live-action adaptation of One Piece.^[4]

Tony Tony Chopper

Tony Tony Chopper (トニートニー・チョッパー, Tonī Tonī Choppā) is an anthropomorphic reindeer and doctor. The power of the Zoan-type Human-Human Fruit (ヒトヒトの実, Hito Hito no Mi) provides him with the ability to transform into a full-sized reindeer or a reindeer-human hybrid.^[ch. 140] A self-developed drug he calls Rumble Ball (ランブル・ボール, Ranburu Bōru) enables him to perform even more transformations for three minutes.^[ch. 149] With help from Caesar Clown, Chopper can last in his transformations for about 30 minutes.^[ch. 1014]

Rejected by his herd because of his blue nose and eating the Devil Fruit, Chopper is rescued by Drum Island's quack doctor Doctor Hiriluk. While developing a potion to create cherry blossoms when in contact with snow, Chopper is heartbroken when Hiriluk falls ill with a deadly disease. After Hiriluk's death, Doctor Kureha takes him in as his mentor. After the Straw Hats arrive at Drum Island and take Chopper with them, Kureha uses Hiriluk's potion to turn the snowy sky into cherry blossoms, fulfilling Hiriluk's life mission. When complimented, Chopper acts flustered and sometimes yells at the person who complimented him to stop trying to make him happy.^[ch. 140] A running gag within the series is when other characters mistake him as a Tanuki, and he angrily corrects them, pointing out that he is a Tonakai (Japanese for "Reindeer").

Chopper's voice actress is Ikue Ōtani.^[11] Kazue Ikura voiced Tony Tony Chopper for episodes 254–263.^[12] Brina Palencia voices Chopper in the English Funimation dub.

When creating Chopper, Oda wanted a mascot who is both cute and feeble.^[13] An IGN review of the manga praised Chopper's character as one of the best in the series and said that he was able to be both touching and funny.^[14] With Chopper's backstory, Oda wanted to illustrate that one need not be blood-related to be considered family.^[15]

Nico Robin

Being raised in Ohara (オハラ), home of the world's oldest and largest library, Nico Robin (ニコ・ロビン, Niko Robin) becomes an archaeologist at the age of eight.^{[ch. 218,391f.]} At some point she gains the power of the Paramecia-type Flower-Flower Fruit (ハナハナの実, Hana Hana no Mi), which allows her to have temporary copies of parts of her body, including her eyes and ears, which spring up on surfaces near her.^[ch. 170] Behind her teachers' backs, she acquires from them the outlawed knowledge of how to translate the ancient stones called Poneglyphs (歴史の本文( ポーネグリフ), Pōnegurifu, alt. Poneglyphs), which are scattered around the world. She comes to share their goal of finding the elusive Real Ponegliff (真の歴史の本文(リオ・ポーネグリフ), Rio Pōnegurifu), which is said to tell the world's lost history referred to as the 100-Year Void (空白の100年, Kūhaku no Hyaku-nen, Void Century).^[ch. 218] However, the World Government finds out about these efforts and sends a battlefleet to stop them. Only Robin escapes the devastating attack that claims the lives of the island's entire population, including that of her mother.^{[ch. 218, 395]}

Called "Devil Child" (悪魔の子, Akuma no Ko), traumatized, and with a bounty on her head, Robin lives a life on the run, unable to trust anyone.^[ch. 218] To survive, she cooperates with various pirates and other outlaws. She eventually joins Sir Crocodile's Baroque Works group, using the codename "Ms. All-Sunday" (ミス・オールサンデー, Misu Ōrusandē)^[ch. 398] and becomes their vice-president.^[ch. 218] After Baroque Works falls apart, with nowhere else to go, she tags along with the Straw Hat Pirates^[ch. 218] and grows so fond of them that she gives herself up to the Government to save them. After they discover her real reason for leaving, the Straw Hat Pirates declare open war against the Government to get her back. She realizes that she has finally found people who will never betray her and joins the crew.^[ch. 398] Two years later, Robin further hones her Devil Fruit powers to the point she can create a full-bodied duplicate of herself.

In the anime television series adaptation of the manga, Robin's voice actress is Yuriko Yamaguchi.^[16] In the 4Kids English adaptation, her Baroque Works codename was changed to Miss Sunday and she is voiced by Veronica Taylor.^[17] In the Funimation English adaptation, she is voiced by Stephanie Young.^[18]

Franky

The son of pirate parents who abandoned him at age nine, Cutty Flam (カティ・フラム, Kati Furamu) changed his name to Franky (フランキー, Furankī) and is taken in as an apprentice by shipwright Tom, who built Pirate King Gol D Roger's ship, the Oro Jackson, and also secretly holds the plans for a devastating ancient weapon.^{[ch. 344, 354, 427]} Franky's recklessness eventually provides an opportunity for World Government agents seeking these plans.^[ch. 356] Attempting to rescue his master, Franky suffers severe injuries and only survives by rebuilding parts of his body using pieces of scrap metal, turning himself into a cola-powered cyborg with strength.^{[ch. 336, 339, 352, 357f.]} After gaining notoriety as "Cyborg" Franky (サイボーグ フランキー, Saibōgu Furankī), and to fulfill his dream of sailing a ship he built around the world, he constructs the Thousand Sunny, a brigantine-rigged sloop-of-war, for the Straw Hat Pirates and joins the crew.^{[ch. 435–437]}

In the anime television series, his voice actor is Kazuki Yao.^[19] Patrick Seitz provides his voice in the Funimation English adaptation.^[20]

Brook

Already a pirate before the time of Roger, "Humming" Brook (ブルック, Burukku) first enters the Grand Line as a member of the music-themed Rumbar Pirates. Leaving his pet, the infant whale Laboon (ラブーン, Rabūn), at Reverse Mountain, he promises to return after sailing around the world.^[ch. 487] After losing his captain "Calico" Yorki (キャラコのヨーキ, Kyarako no Yōki), Brook took over the crew as the new captain. Some time later, he is annihilated, but the power of the Paramecia-type Revive-Revive Fruit (ヨミヨミの実, Yomi Yomi no Mi) allows him to resurrect as a skeleton.^[ch. 443] Fifty years later, Brook's goal is still to fulfill his late crew's promise, and to that end he joins the Straw Hat Pirates.^[ch. 459]

He is an excellent musician, who says that he can play any instrument, although he is usually seen playing the violin.^[ch. 486] Brook can even influence people with his music to the point of making them fall asleep.^[ch. 454] While separated from the other Straw Hats, and incognito as "Soul King" Brook, he gains world fame, filling concert halls with fans.^[ch. 600] He is also a skilled fencer who uses a shikomizue (a Japanese cane sword) in battle.^[ch. 454] His reduced weight allows him to jump extraordinarily high and to run across water.^{[ch. 443, 493]} Eventually, Brook learns how to use his Devil Fruit ability to leave his skeleton body and explore his surroundings as a disembodied soul.^[ch. 629]

The idea of a skeleton musician was first conceived by Oda in 2000, about the time of Laboon's introduction and more than half a decade before the first appearance of Brook.^[21]

He is voiced by Chō.^[22] Ian Sinclair provides his voice in the Funimation English adaptation.

Jimbei

Jimbei (ジンベエ, Jinbē) is a yakuza-esque whale shark-type fish-man.^[ch. 528] A master of Fish-Man Karate (魚人空手, Gyojin Karate), he is capable of manipulating water as if it were a tangible cloth.^[ch. 546] Jimbei can communicate with fish, an ability more usually associated with merfolk, and enlist the help of whale sharks.^{[ch. 547–549]} After growing up in a rough part of Fish-Man Island, Jimbei first joins the island's royal army and later the Sun Pirates; he becomes captain following the death of Fisher Tiger.^[ch. 624] In exchange for the World Government granting him Warlord-status and amnesty to the Sun Pirates, Jimbei eventually disbands the crew.^[ch. 69] He resigns the position to side against the Government during its war with the Whitebeard Pirates, the protectors of Fish-Man Island.^[ch. 557] Two years later, he enlists the help of the Straw Hat Pirates to prevent the New Fish-Man Pirates' coup d'état against Fish-Man Island's royal family. Jimbei then turns down an invitation from Luffy to join his crew, having already aligned with the Big Mom Pirates after the death of Whitebeard.^[ch. 649] After cutting ties with Big Mom, he joins the Straw Hat Pirates as the crew's helmsman.^{[ch. 863][ch. 976]}

In the Japanese anime television series, Jimbei is initially voiced by Daisuke Gōri, later by Katsuhisa Hōki.^[23][24] In the Funimation English adaptation, his voice is supplied by Daniel Baugh.

Arlong Pirates

The Arlong Pirates (アーロン一味, Āron Ichimi) are a pirate crew consisting mostly of fishmen led by the sawshark-type fish-man Arlong and several officers.

Hatchan and Nami used to be members until the latter left the crew following its defeat by the Straw Hat Pirates.^{[ch. 69, 75, 93f.]}

Arlong

"Saw-Tooth" Arlong (ノコギリのアーロン, Nokogiri no Āron) is a sawshark-type fish-man and fish-man supremacist.^{[ch. 69, 71]} Growing up in a rough part of Fish-Man Island, he becomes captain of the Arlong Pirates, who temporarily merge with other fishmen to form the Sun Pirates.^{[ch. 621, 624]} Arlong's powerful jaws have rapidly re-growing teeth capable of rending stone.^[ch. 90] His favorite weapon is the sword-like Shark Saw (キリバチ, Kiribachi) with its six tooth-shaped blades.^[ch. 92]

In the original Japanese series, Arlong's voice actor is Jūrōta Kosugi.^[25] In the 4Kids English adaptation, he is voiced by David Wills.^[26] In the Funimation English adaptation, his voice is supplied by Chris Rager.^[27]

Hatchan

Hatchan (はっちゃん), often called Hachi (ハチ), is an octopus-type fish-man first introduced as the first mate of the Arlong Pirates.^[ch. 73] Being half octopus, he can spit large quantities of black ink and use suction pads to stick to walls.^[ch. 83f.] He fights using six swords, holding one in each arm-tentacle.^[ch. 84] After his crew is defeated by the Straw Hat Pirates, he escapes from captivity and opens a floating takoyaki restaurant.^{[ch. 182–228: chapter cover pages]} He becomes close friends with Camie (ケイミー, Keimī), a kissing gourami mermaid, and Pappag (パッパグ, Pappagu), her pet starfish and master.^[ch. 490f.] Hachi later attempts to make things right with the Straw Hat Pirates by bringing them in contact with Silvers Rayleigh.^{[ch. 496, 506]}

Hatchan's voice actor is Toshiyuki Morikawa.^[25] In the 4Kids and Funimation English adaptations, his voice is supplied by Sean Schemmel and George Manley, respectively.^[26][27]

Kuroobi

Kuroobi^[c] is a manta ray-type fish-man who uses "Fishman Karate".

Kuroobi is voiced by Hisao Egawa in the original Japanese version and by Sean Schemmel and Patrick Seitz in the 4Kids and Funimation dub respectively.

Choo

Choo^[d] is a Japanese whiting-type fish-man who spits water as if they were firing bullets.

Choo is voiced by Masaya Onosaka in the original Japanese version and by Tom Wayland and Jay Hickman in the 4Kids and Funimation dub respectively.

Bellamy Pirates

The Bellamy Pirates (ベラミー海賊団, Beramī Kaizokudan) is a pirate crew originating from the North Blue, and allies with the Donquixote Pirates. The captain of the crew is Bellamy "the Hyena".

Bellamy

(ハイエナのベラミー, Haiena no Beramī), is the captain of the Bellamy Pirates, a blonde-haired man with the power of the Paramecia-type Boing-Boing Fruit (バネバネの実, Bane Bane no Mi), which allows him to turn his legs into springs to bounce off surfaces and gain momentum for his attacks.^[ch. 230f.] After his defeat at the hands of Luffy, Doflamingo dismisses Bellamy, who later becomes a fighter in Dressrosa.^[ch. 706]

In the anime television series, Bellamy's voice actor is Wataru Takagi. In the 4Kids English adaptation, he is voiced by Andrew Rannells. In the Funimation English adaptation, his voice is supplied by Justin Cook.

The Bliking Pirates (ブリキング海賊団, Burikingu Kaizokudan) are a group of pirates that originate from Drum Island. They consist of:

Wapol

Wapol (ワポル, Waporu) is the former King of Drum Island. He ate the Paramecia-type Munch-Munch Fruit (バクバクの実, Baku Baku no Mi) which allows him to eat virtually anything and take on its properties. His crew consists mostly of his former army.

Wapol is voiced by Bin Shimada in the Japanese version and by Matt Hoverman and Andy Mullins in the 4Kids and Funimation dub respectively.

Chess

Chess (チェス, Chesu) is an underling of Wapol who is a skilled archer. He used to be the minister of defense during Wapol's rule over Drum Island.

Chess is voiced by Yusuke Numata in the original Japanese version and by David Chen and Kyle C. Jones in the 4Kids and Funimation dub respectively.

Kuromarimo

Kuromarimo (クロマーリモ, Kuromārimo) is an underling of Wapol whose fighting style revolves around throwing parts of his Afro hair-cut. He used to be a magistrate during Wapol's rule over Drum Island.

Kuromarimo is voiced by Kenji Nomura in the original Japanese version and by Jamie McGonnigal and Charles Baker in the 4Kids and Funimation dub respectively.

Black Cat Pirates

The Black Cat Pirates are a cat-themed crew of pirates led by their captain, Kuro, who considers them as nothing but pawns to carry out his plans and, if he so pleases, to die for him.^[ch. 38]. Other members of the Black Cat Pirates include, Django, the former captain and previously first mate, and Siam (シャム, Shamu) and Butchie (ブチ, Buchi), known as the Meowban Brothers. Siam is voiced by Masaya Onosaka in the original Japanese version and by Eric Stuart and Todd Haberkorn in the 4Kids and Funimation dubs respectively. Butchie is voiced by Yasuhiro Takato in the original Japanese version and by Jimmy Zoppi and Chris Rager in the 4Kids and Funimation dubs respectively.

Kuro

Kuro (クロ, Kuro, lit. "Black"), nicknamed Kuro the "Thousand Plans" (百計のクロ, Hyakkei no Kuro), is the captain of the Black Cat Pirates, who is known for his elaborate plans.^[ch. 26] Wishing to leave his identity behind, and to escape the pirate lifestyle of always being on the run,^[ch. 37] he becomes butler to Kaya, a friend of Usopp.^[ch. 23] He considers his crew as nothing but pawns to carry out his plans and, if he so pleases, to die for him.^[ch. 38] Kuro fights using a pair of gloves equipped with long, straight, single edged blades. Wearing these, he adopted his signature habit of adjusting his constantly slipping glasses by using only the palm of his hand to avoid cutting his face.^[ch. 33]

Carl Kimlinger of Anime News Network praised Kuro as being "both unspeakably cool and utterly vile".^[28]

In the anime, Kuro resumed pirate life following his defeat and saw that the bounty for Luffy has gone up following Arlong's defeat.

In the Japanese anime television series, Kuro is voiced by Kōichi Hashimoto. In the 4Kids English adaptation, he is voiced by Gary Mack, while his voice actor in the Funimation English adaptation is Kent Williams.

In the American live-action Netflix series, he is portrayed by Alexandar Maniatis.^[29]

Brownbeard Pirates

The Brownbeard Pirates (茶ひげ海賊団, Cha hi-ge kaizoku-dan) was a pirate group who had their lower body parts replaced by animal parts by Trafalgar Law after they were badly defeated by Basil Hawkins.

Brownbeard

Chadros Higelyges (チャドロス・ヒゲリゲス, Chadorosu Higerigesu), better known as Brownbeard (茶ひげ, Chahige), is a large man and the captain of the Brownbeard Pirates who has alligator legs added by Law making him an alligator-type centaur. He and his remaining crew members helped to form the Centaur Patrol Unit which worked for Caesar Clown. After Caesar Clown was defeated, Brownbeard and his crew surrendered to Smoker.

Brownbeard is voiced by Yasuhiko Tokuyama in Episode 491 of the original Japanese version, Kazunari Tanaka in Episode 511 of the original Japanese version, and Masashi Sugawara starting in Episode 583 of the original Japanese version. In the Funimation dub, he is voiced by Randy E. Aguebor.

"Wet-Haired" Caribou (カリブー, Karibū) is a rookie pirate and co-captain of the Caribou Pirates. He consumed the Swamp-Swamp Fruit which enables him to generate, control, and become a "swamp".

Caribou is voiced by Masaki Terasoma in the original Japanese version and by Andrew Kasten in the Funimation dub.

Coribou

"Blood Splatterer" Coribou (コリブー, Koribū) is the egg-shaped brother of Caribou and co-captain of the Caribou Pirates.

Donquixote Pirates

The Donquixote Pirates (ドンキホーテ海賊団, Donkihōte Kaizoku-dan), or Donquixote Family (ドンキホーテファミリー, Donkihōte Famirī), are a powerful pirate crew led by Donquixote Doflamingo.^[ch. 762] It is split into three divisions, each led by one of the top three officers: the Trébol Army, Diamante Army and Pica Army.^[ch. 732] Bellamy was a member of the crew, and Caesar Clown and Disco are also their subordinates.

Donquixote Doflamingo

Donquixote Doflamingo (ドンキホーテ・ドフラミンゴ, Donkihōte Dofuramingo) is the captain of the Donquixote Pirates, the usurper king of the island Dressrosa, and formerly one of the Seven Warlords of the Sea.^{[ch. 234, 682, 728]} The String-String Fruit (イトイトの実, Ito Ito no Mi) grants him the ability to control others using movements with his fingers resembling a puppeteer's. It also enables him to control sharp thin strings from his fingertips that can cut people, create clones of himself, and attach to the clouds in the sky to allow him to fly.^[ch. 231] He is also capable of utilizing all three types of Haki. He is also a former Celestial Dragon after his father, Donquixote Homing, decided to abandon that life to become a normal human. However, they were chased by the people, tortured, and eventually Doflamingo killed his father. He brought the head of his father back to Mariejois in hopes of receiving his Celestial title back again. He was denied and later became a pirate.

He believes that the "Great Pirate Era" is nearing its end and a new age is about to begin.^[ch. 303] He is a broker under the alias of "Joker", and owns a large auction house at the Sabaody Archipelago where humans and other species are sold as slaves.^[ch. 504] Eventually, after the Straw Hat Pirates and Dressrosa's citizens reveal his treacherous deeds, Doflamingo is defeated by Luffy and his title is revoked.

He is voiced by Hideyuki Tanaka.^[30] In the Funimation English adaptation, his voice is supplied by Robert McCollum.^[31]

Trébol (トレーボル, Torēboru) is the leader of the Trébol Army, occupying the Club seat of Donquixote Pirates, with the powers of the Stick-Stick Fruit (ベタベタの実, Beta Beta no Mi) which allows him to generate an adhesive and highly sticky liquid.

Diamante

Diamante (ディアマンテ, Diamante) is the leader of the Diamante Army, occupying the Diamond seat of Donquixote Pirates, who has the powers of the Ripple-Ripple Fruit (ヒラヒラの実, Hira Hira no Mi) which allows him to flatten, reform, and fold anything while still retaining its original characteristics.

Pica

Pica (ピーカ, Pīka) is the leader of the Pica Army, occupying the Spade seat of Donquixote Pirates, and a large, muscular man with a comically high voice with the powers of the Stone-Stone Fruit (イシイシの実, Ishi Ishi no Mi), which allows him to absorb, manipulate, and merge with stone.

Vergo

Vergo (ヴェルゴ, Verugo) is a tall, light-skinned, lean, yet muscular man who is an elite officer of the Donquixote Pirates, formerly occupying the Heart seat and went by the code name "Corazon" before Rosinante, undercover as a Naval vice admiral heading G-5 in Punk Hazzard. He is a practitioner of Rokushiki and is also proficient in the use of Haki. After being defeated by Law, he dies when the SAD Production Room explodes he was in.

• Gladius (グラディウス, Guradiusu) is a man with the powers of the Pop-Pop Fruit (パムパムの実, Pamu Pamu no Mi) which allows him to make his own body or any inorganic object he touches rupture and explode. Monet

Monet (モネ, Mone) is a harpy-like woman, officer of the Donquixote Pirates, and Caesar's lab assistant with the ability to generate, control, or transform into snow thanks to the powers of the Snow-Snow Fruit. Her bird parts were the replacements for her original parts. She was killed when Caesar accidentally stabbed her removed heart instead of Smoker's removed heart.

Flying Pirates

The Flying Pirates are a group of fish-man pirates that was originally founded by Vander Decken. They eventually make a pact with the New Fish-Man Pirates to plot the complete destruction of Fish-Man Island by initiating a coup d'etat.

Vander Decken IX

Vander Decken IX (バンダー・デッケン九世, Bandā Dekken Kyūsei) is a Japanese bullhead shark-type fish-man. He is chronically the first fish-man to sport a Devil Fruit power where he possesses the power of the Paramecia-type Target-Target Fruit (マトマトの実, Mato-Mato no Mi) that enables him to lock on any target at will so long as he touches the target first. Even though he lost the ability to swim, Vander Decken IX can still survive underwater and requires assistance to move through the ocean like applying a flutter kick coating to him.

Vander Decken IX is voiced by Wataru Takagi in the original Japanese version and by Jim Foronda in the Funimation dub.

Foxy Pirates

The Foxy Pirates (フォクシー海賊団, Fokushī Kaizokudan) is a crew specializing in a pirate game known as the "Davy Back Fight" wherein pirate crews can win crewmen from their opponents and their Jolly Roger. One example is when he won the Fanged Toad Pirates' captain Kibagaeru, its unnamed helmsman, and its unnamed navigator as well as their Jolly Roger leaving the rest of the Fanged Toad Pirates in disarray.^[ch. 306] The crew is led by Foxy.^[ch. 309]

Foxy

Foxy (フォクシー, Fokushī), nicknamed "Silver Fox" (銀ギツネ, Gin Gitsune), is the cheater and trickster captain of the Foxy Pirates.^[ch. 307] Though he acts supremely confident most of the time, he is extremely sensitive to insults or criticism.^[ch. 306] Having eaten the Slow-Slow Fruit (ノロノロの実, Noro Noro no Mi), Foxy can emit a beam with microscopic particles from his hands which can temporarily slow down any object, reducing its velocity, while preserving kinetic energy.^[ch. 309]

Although in the manga he only appears as the main antagonist of a story arc, in the anime he is a recurring opponent of Luffy's crew.

Foxy is voiced by Bin Shimada in the original Japanese version, and Jonathan Brooks in the Funimation English dub.

• Pickles is a large and husky man who is larger than Hamburg and a member of the Groggy Monsters. Pickles is voiced by Osamu Ryūtani in the original Japanese version and by Bradford Jackson in the Funimation dub.
• Big Pan is a Wotan, a result of a union between a giant and a fish-man with his fish-type being a pond loach. He is a member of the Groggy Monsters. Big Pan is voiced by Mahito Ôba in the original Japanese version and by Andrew Chandler in the Funimation dub.
• Kibagaeru is the former captain of the Fanged Toad Pirates who Foxy claimed in the Davy Back Fight against them. In the anime-exclusive Foxy Returns Arc, Kibagaeru briefly took over the Foxy Pirates. After being defeated by the Straw Hat Pirates, Kibagaeru allowed Foxy to lead the Foxy Pirates again. Kibagaeru is voiced by Takashi Nagasako in the original Japanese version.
• Itomimizu is the announcer and commentator. Itomimizu is voiced by Keiichi Nanba in the original Japanese version and by Ian Sinclair in the Funimation dub.
• Chuchun is Itomimizu's pet giant sparrow and transport. Chuchun's vocal effects are provided by Hiroaki Hirata in the original Japanese version and by Chris Cason in the Funimation dub.

• Jube is a squid-type fish-man. Jube is voiced by Hirohiko Kakegawa in the original Japanese version and by Charles Baker in the Funimation dub.
• Girarin is an unspecified fish-man. Girarin is voiced by Masaya Takatsuka in the original Japanese version and by Z. Charles Bolton in the Funimation dub.
• Rokuroshi is an elderly referee who was the head referee for Hit and Dead Ball. Rokurokushi is voiced by Tomohisa Asō in the original Japanese version and by Tony Oliver in the Funimation dub.

Giant Warrior Pirates

The Giant Warrior Pirates are a group of pirates that originated from Elbaf.

Brogy and Drogy

Brogy (ブロギー, Burogī) and Dorry (ドリー, Dorī), former co-captains of the Giant Warrior Pirates, are two giants living on Little Garden where they've been dueling each other for many years. After ending their duel years later, Brogy and Dorry headed to Elbaf where Shanks recruited them to help fight the Kid Pirates. They arrived on Egghead with their fellow Giant Warrior Pirates to help fight the Navy and the Five Elders.

Brogy is voiced by Tetsu Inada in the original Japanese version and by Jonathan C. Osborne in the Funimation dub. Dorry is voiced by Daisuke Gōri in the original Japanese version and by Bob Carter in the Funimation dub.

Krieg Pirates

The Krieg Pirates are a pirate crew led by Don Krieg.^[ch. 46] The crew consisted of the largest pirate fleet in the East Blue, until their ships were sunk by Dracule Mihawk.

Don Krieg

Don Krieg (首領(ドン)・クリーク, Don Kurīku), nicknamed "Foul Play" Krieg (ダマシ討ちのクリーク, Damashi Uchi no Kurīku), is the captain of the Krieg Pirates, a man well known for his underhanded tactics.^[ch. 46] Krieg does not care for his crew and bullies them into fearing and obeying him.^[ch. 49] He punishes those who fail him and those who show weakness.^[ch. 61f.] Krieg wears a gilded suit of steel armor filled with hidden weapons such as guns, bombs, etc.^[ch. 47] Krieg also uses a weapon called the "Mighty Battle Spear", that is not only a spear, but can release explosions and remain intact.

Don Krieg is voiced by Fumihiko Tachiki in the original Japanese version and by Marc Thompson and Andy Mullins in the 4Kids and Funimation dub respectively.

Gin

Gin (ギン, Gin) is Krieg's combat commander. He arrived at the Baratie restaurant hungry, being saved by Sanji, who offered him a plate of food, after which Gin was grateful to the cook. Because of this, he ended up rebelling against his captain, especially once he ended up being defeated by Luffy, because he lost all the respect he had for him, thinking that he was someone indestructible.

Gin is voiced by Kenichi Ono in the original Japanese version. In the 4Kids dub, Gin is voiced by Peter Katana. In the Funimation dub, Gin is voiced by Illich Guardiola until 2014 and by David Matranga starting in the "Episode of East Blue" special.

Pearl

Pearl (パール, Pāru) is a man protected by various shields. Although it is difficult to hurt him, he gets nervous if someone does the slightest injury to him, worrying everyone including his captain, as he begins to lose control.

Pearl is voiced by Hiroyuki Kawamoto in the original Japanese version and by Dan Green and J. Michael Tatum in the 4Kids and Funimation dub respectively.

Kuja

The Kuja (九蛇) are a tribe of women living on Amazon Lily (アマゾン・リリー, Amazon Rirī), a China-inspired island where men are forbidden.^{[ch. 514f., 535]} It is ruled by Boa Hancock, who also captains a group of pirates who are the strongest fighters of the Kuja, including her two younger sisters who possess the Zoan-type abilities of the Snake-Snake Fruit (ヘビヘビの実, Hebi Hebi no Mi).^[ch. 519]

Boa Hancock

Boa Hancock (ボア・ハンコック, Boa Hankokku) is a member of the all-female Kuja Tribe from the island of Amazon Lily.^[ch. 515f.] Sold to the Celestial Dragons during childhood, she and her sisters are force-fed devil fruits and branded as slaves.^[ch. 521] Eventually freed by Fisher Tiger, the three return to their people. Hancock becomes ruler and is referred to by her subjects as "Snake Princess" (蛇姫, Hebihime).^{[ch. 516, 521]} Leading the Kuja Pirates, she quickly gains infamy as the "Pirate Empress" (海賊女帝, Kaizoku Jotei) and is offered membership in the Seven Warlords of the Sea.^{[ch. 516, 522]} Despite resenting the World Government for her past enslavement, which she keeps a secret even from her kinswomen, Hancock accepts the position to protect her people. But when called upon to participate in the Government's war against the Whitebeard Pirates, she initially refuses and only reconsiders after falling in love with Luffy, who enlists her help to infiltrate Impel Down.^{[ch. 516f., 520–522]} Hancock is capable of utilizing all three types of Haki,^[ch. 519]

The ability of the Paramecia-type Love-Love Fruit (メロメロの実, Mero Mero no Mi) allows her to turn anyone charmed by her into stone and back again.^{[ch. 516, 521]} She is also often accompanied by her pet snake Salome. After the most recent Levely, the Seven Warlords were disbanded, making her an enemy of the World Government again.

A few weeks after her home was invaded by the Marines and the Blackbeard Pirates, Boa Hancock has decided to leave her home to protect her people and reunite with Luffy.

In the Japanese anime television series, her voice actress is Kotono Mitsuishi.^[32] In the Funimation English adaptation, her voice is supplied by Lydia Mackay.

Salome

Salome (サロメ, Sarome) is Boa Hancock's pet snake who supports her in battle.

Boa Sandersonia

Boa Sandersonia (ボア・サンダーソニア, Boa Sandāsonia) is the middle sister whose Snake-Snake Fruit: Model Anaconda (ヘビヘビの実：模範キングコブラ, Hebi Hebi no Mi: Moderu Anakonda) enables her to transform into an anaconda or anaconda-human hybrid.

Boa Sandersonia is voiced by Chiwa Saitō in the original Japanese version and by Lindsay Seidel in the Funimation dub.

Boa Marigold

Boa Marigold (ボア・マリーゴールド, Boa Marīgōrudo) is the middle sister whose Snake-Snake Fruit: Model King Cobra (スネーク・スネーク・フルーツ：モデル・キング・コブラ, Hebi Hebi no Mi: Moderu Kingu Kobura) enables her to turn into a king cobra or king cobra-human hybrid.

Boa Marigold is voiced by Kimiko Saitō in the original Japanese version and by Julie Mayfield in the Funimation dub.

Other Kuja members

Other members of the tribe are the former empress of the Kuja:

• Gloriosa (グロリオーサ, Guroriōsa) is more commonly referred to as "Elder Nyon". Gloriosa is voiced by Ako Mayama in the original Japanese version and by Nacny Sherrand in the Funimation dub.
• Marguerite (マーガレット, Māgaretto) is a warrior who befriends Luffy. Marguerite is voiced by Masumi Asano in the original Japanese version and by Whitney Rodgers in the Funimation dub.
• Sweetpea (スイトピー, Suitopī) is Marguerite's friend. Sweetpea is voiced by Kujira in the original Japanese version and by Doug Goodrich in the Funimation dub.
• Aphelandra (アフェランドラ, Aferandora) is Marguerite's friend. Aphelandra is voiced by Akemi Okamura in the original Japanese version and by Sarah Wiedenheft in the Funimation dub.

Monkey Mountain Allied Force

The Monkey Mountain Allied Force (猿山連合軍, Saruyama Rengō-gun) is a group formed between three pirate captains. Originally stationed in Jaya, they helped the Straw Hat Pirates in getting to Skypiea.

They are led by Mont Blanc Cricket (モンブラン・クリケット, Monburan Kuriketto) is the leader of the Monkey Mountain Allied Forces who is a descendant of Mont Blanc Noland (モンブラン・ノーランド, Monburan Nōrando), who was known as "Liar Noland" because of lying about the existence of a City of Gold. Cricket, believing that Noland was telling the truth, spent years searching for that city. Mont Black Cricket is voiced by Takashi Taniguchi in the original Japanese version and by George Manley in the Funimation dub.

The other two representatives of the alliance are: Masira (マシラ, Mashira), the captain of the Masira Pirates with ape-like features who are responsible for refloating the treasures of the sunken ships; and Shoujou (ショウジョウ, Shōjō), Masira's orangutan-faced sworn brother and the captain of the Shoujou Pirates who are responsible for sinking ships. Masira is voiced by Aruno Tahara in the original Japanese version and by Jeremy Inman in the Funimation dub. Shoujou is voiced by Isamu Tanonaka in the original Japanese version and by Jonathan C. Osborne.

New Fish-Man Pirates

The New Fish-Man Pirates (新魚人海賊団, Shin-Gyojin Kaizoku-dan) are a pirate group of fish-men supremacists.The pirates eventually make a pact with the captain of the Flying Pirates to plot the complete destruction of Fish-Man Island by initiating a coup d'etat. In addition, they also use different Sea Beasts where some of them are used as their steeds. Jones broadcasts a message to the island, announcing that he will execute Neptune, its current ruler, to take over the kingdom, and then kill the Straw Hat Pirates. However, Luffy eventually teams up with Jimbei, to launch a combined assault on the pirates—defeating them and saving Fish-Man Island.

Hordy Jones

Hordy Jones (ホーディ・ジョーンズ, Hōdi Jōnzu) is the great white shark-type fish-man and leader of the New Fishman Pirates.^[ch. 631] Hordy is responsible for assassinating Otohime, the queen of Fishman Island. He uses a Sea Giraffe as his steed.

Hordy Jones is voiced by Jōji Nakata in the original Japanese version and by Larry Brantley in the Funimation dub.

New Fish-Man Pirates Officers

The officers of the crew are:

• Dosun (ドスン, Dosun) is a hammerhead shark-type fish-man who uses a Sea Elephant as his steed. Dosun is voiced by Takahiro Yoshimizu in the original Japanese version and by Christian Taylor in the Funimation dub.
• Zeo (ゼオ, Zeo) is a Japanese wobbegong-type fish-man who uses a Sea Rhinoceros as his steed. Zeo is voiced by Shintarō Asanuma in the original Japanese version and by Nazeeh Tarsha in the Funimation dub.
• Daruma (ダルマ, Daruma) is a cookiecutter shark-type fish-man. Daruma is voiced by Hisayoshi Suganuma in the original Japanese version and by Oscar Seung in the Funimation dub.
• Ikaros Munch (イカロス・ムッヒ, Ikarosu Muhhi) is a giant squid-type fish-man. Ikaros Munch is voiced by Keiji Hirai in the original Japanese version and by Ethan Gallardo in the Funimation dub.
• Hyouzou (ヒョウゾウ, Hyōzō) is a poisonous blue-ringed octopus-type merman who serves as the New Fishman Pirates' assassin and uses a Sea Gorilla as his steed. Hyouzou is voiced by Tetsuo Sakaguchi in the original Japanese version and by Dave Woodard in the Funimation dub.

Roger Pirates

The Roger Pirates (ロジャー海賊団, Rojā Kaizokudan) were the pirate crew of the late King of the Pirates, Gol D. Roger, and were the only known crew to ever reach Raftel. Silvers Rayleigh was the crew's first mate. One of the members, Scopper Gaban (スコッパー・ギャバン, Sukoppā Gyaban), was a man who was regarded by Roger as one of his best men along with Rayleigh. Shanks and Buggy—They started out as pirate apprentices on the crew. Because the legendary Samurai Kozuki Oden of Wano Country can read the Poneglyphs, he, alongside his wife Toki, children Momonosuke and Hiyori, as well as his retainers, Dogstorm and Cat Viper, accompanied Roger and his crew for one year to learn the secrets of the world (such as the void century, ancient weapons, and the D. family), as well as reaching the last island, Raftel.

Gol D. Roger

Gol D. RogerRoger (ゴール・D・ロジャー, Gōru Dī Rojā), after gaining worldwide infamy as captain of the Roger Pirates, becomes better known as Gold Roger (ゴールド・ロジャー, Gōrudo Rojā), the King of the Pirates (海賊王, Kaizoku-Ō, lit. "Pirate King").^{[ch. 1, 154, 506]} Suffering from a terminal disease, he takes his crew on a complete voyage through the Grand Line before disbanding it and turning himself in to the World Government, which claims to have captured him.^[ch. 506] At his execution, before Rouge gives birth to Roger's son Ace, and 22 years before the formation of the Straw Hat Pirates, Roger spawns the "Great Pirate Era" by announcing that his treasure, the "One Piece", is up for the taking, though they will have to find it first.^{[ch. 1, 506, 550]} It is said after Roger's death that only Whitebeard could match him in a fight and that he had the ability to hear "the voice of all things", which allowed him and his crew to learn the secret history of the world.^{[ch. 233, 507]} He was also the original owner of Luffy's Straw Hat which fell into the possession of Shanks after his captain's death, with Shanks eventually passing it on to Luffy. Gol D. Roger has the highest known bounty in the series, with 5,564,800,000.^[33] Roger was capable of utilizing all three types of Haki.^[ch. 966] and was capable of using the advanced application for both and Haoshoku and Busoshoku Haki.

Roger is originally voiced by Chikao Ōtsuka, and later by Masane Tsukayama.^[1] A younger Roger is voiced by Takeshi Kusao. In the 4Kids adaptation, Roger is voiced by Frederick B. Owens.^[2] Eric Stuart initially voiced Roger before being replaced with Owens. In the Funimation English adaptation, his voice is supplied by Sean Hennigan.^[3]

Silvers Rayleigh

The "Dark King" (冥王, Mei-Ō) Silvers Rayleigh (シルバーズ・レイリー, Shirubāzu Reirī) is a swordsman who, after serving as first mate of the Roger Pirates, comes to live on the Sabaody Archipelago as a ship coater and gambler.^[ch. 500] Rayleigh is capable of utilizing all three types of Haki. and is capable of using the advanced application for both and Haoshoku and Busoshoku Haki. and, following the war between the Whitebeard Pirates and the World Government, instructs Luffy in its use.^[ch. 503]

In the anime adaptation, he is voiced by Keiichi Sonobe in Japanese,^[34] and by Bruce Carey in the Funimation dub.^[3]

Rocks Pirates

The Rocks Pirates (ロックス海賊団, Rokkusu Kaizokudan), led by Rocks D. Xebec (ロックス・D・ジーベック, Rokkusu Dī Jībekku), were a powerful crew that dominated the seas forty years before the current events of the series; their strength was such that at the time anyone knew their deeds, so crazy and reckless that they considered them a real terrorist organization. There were also people who later became notorious such as the Emperors Whitebeard, Big Mom, and Kaido, and the captain of the Golden Lion Pirates and Roger's rival Shiki (シキ, Shiki).^[ch. 957] They were defeated on the island of God Valley (ゴッドバレー, Goddo Barē) by the combined efforts of Monkey D. Garp and Gol D. Roger.

Straw Hat Grand Fleet

The Straw Hat Grand Fleet (麦わら大船団, Mugiwara Dai-sendan) is a fleet composed of seven pirate crews, whom after having helped Luffy in Dressrosa, swore allegiance to him. A total of 5,639 pirates make up the entire fleet.

Beautiful Pirates

The Beautiful Pirates (美しき海賊団, Utsukushiki Kaizoku-dan) are the first crew of the Straw Hat Grand Fleet. Their ship is the Sleeping White Horse of the Forest. The crew consists of a total of 74 members including:

• Cavendish (キャベンディッシュ, Kyabendisshu) is the captain of the crew, a former prince who became a pirate, becoming a super rookie, and has a double personality where he becomes his dangerous alter-ego Hakuba. Cavendish is voiced by Akira Ishida in the original Japanese version and by Matt Shipman in the Funimation dub.
• Suleiman (スレイマン, Sureiman) is a former mercenary who joined Cavendish after the events in Dressrosa. Suleiman is voiced by Ken Narita in the original Japanese version and by Jordan Cruz in the Funimation dub.
• Farul (ファルル, Faruru) is a Cavendish' white horse who serves as Cavendish' mode of transportation.

Barto Club

The Barto Club (バルトクラブ, Baruto Kurabu) are the second crew of the Straw Hat Grand Fleet. All the members of the crew are big fans of Luffy and named their ship "Going Luffy-senpai" after him.

The crew consists of a total of 56 members including:

• Bartolomeo (バルトロメオ) is a former super rookie and captain of the crew, who has the power to create invisible barriers around him thanks to the Barrier-Barrier Fruit. Bartolomeo is voiced by Showtaro Morikubo in the original Japanese version and by Tyson Rinehart in the Funimation dub.
• Gambia (ガンビア, Ganbia) is the Barto Club's staff officer with jaguar spot tattoos on his arms. Gambia is voiced by Hiroshi Yanaka in the original Japanese version and by Blake McNamara in the Funimation dub.

Happosui Army

The Happosui Army (八宝水軍, Happō Suigun) are the third crew of the Straw Hat Grand Fleet. They have one Happosai boat that has a white tiger figurehead and seven Ipposai boats that resemble turtle ships with sea serpent figureheads.

The crew consists of a total of 1000 members including:

• Sai (サイ) is the leader of the Happosui Army who married Baby 5 when she defected from the Donquixote Pirates and sided with the Happosui Army. Said is voiced by Kōichi Hashimoto in the original Japanese version and by Kyle Igneczi in the Funimation dub.
• Boo (ブー, Bū) is Sai's younger brother and vice-leader of the organization. Boo is voiced by Masaya Takatsuka in the original Japanese version and by Jeff Johnson in the Funimation dub.
• Chin Jao (チンジャオ, Chinjao) is the grandfather of Sai and former leader of the Happosui Army, who was once a rival to both Garp and Roger. He also is capable of utilizing all three types of Haki. Chin Jao is voiced by Shin Aomori in the original Japanese version and by Bradley Campbell in the Funimation dub.

Ideo Pirates

The Ideo Pirates (イデオ海賊団, Ideo Kaizokudan) are the fourth crew of the Straw Hat Grand Fleet. Initially, they were named "XXX Gym Martial Arts Alliance" (XXXジム格闘連合, Toripuru-Ekkusu Jimu Kakutō Rengō, pronounced "Triple X Gym Martial Arts Alliance") before being renamed after obtaining their own ship.

The four members of the crew are:

• Ideo (イデオ) is a martial artist, leader of the Ideo Pirates, and member of the Longarm Tribe with bandaged feet and calves. Ideo is voiced by Masaki Aizawa in the original Japanese version and by Eric Rolon in the Funimation dub.
• Blue Gilly (ブルー・ギリー, Burū Girī) is a martial artist and member of the Longleg Tribe. Blue Gilly is voiced by Makoto Naruse in the original Japanese version and by Kellen Goff in the Funimation dub.
• Abdullah (アブドーラ, Abudōra) and Jeet (ジェット, Jetto) are two former criminals and bounty hunters. Abdulla is voiced by Keiji Hirai in the original Japanese version and by Sean O'Connor in the Funimation dub. Jeet is voiced by Koji Haramaki in the original Japanese version and by Robby Gemaehlich in the Funimation dub.

Tontatta Pirates

The Tontatta Pirates (トンタッタ海賊団, Tontatta Kaizokudan), formerly known as Tonta Corps (トンタ兵団, Tonta Heidan), are the fifth crew of the Straw Hat Grand Fleet, and the armed forces of the Tontatta Tribe. The organization is made up entirely of dwarfs and their ship is named Usoland.

The crew consists of a total of 200 members including:

• Leo (レオ, Reo) is the leader of the Tontanna Pirates whose Devil Fruit called the Stitch-Stitch Fruit gives him the ability to stitch and un-stitch objects together. Leo is voiced by Kurumi Mamiya in the original Japanese version and by Rachel Glass in the Funimation dub.
• Bian (ビアン) is an Avian Squad leader of the Pink Bee Squad whose Devil Fruit called the Bug-Bug Fruit: Model Hornet gives her the ability to transform into a hornet or a hornet-dwarf hybrid while also granting her flight. Bian is voiced by Rie Kugimiya in the original Japanese version and by Kristen McGuire.
• Cub (カブ, Kabu) is an Avian Squad leader of the Yellow Kabu Squad whose Devil Fruit called the Bug-Bug Fruit: Model Rhinoceros Beetle, gives him the ability to transform into a rhinoceros beetle or a rhinoceros beetle-dwarf hybrid while also granting him flight. Cub is voiced by Masami Kikuchi in the original Japanese version. In the Funimation dub, Cub is voiced by Clay Wheeler in the "Episode of Sabo" special and by Shawn Gann in later episodes.

New Giant Pirates

The New Giant Pirates (新巨兵海賊団, Shin Kyo Hei Kaizoku-dan) are the sixth crew of the Straw Hat Grand Fleet. Their ship is called Nagifar.

The organization is composed of five giants from the island of Elbaf:

• Hajrudin (ハイルディン, Hairudin) is the crew's captain. Hajrudin is voiced by Tsuyoshi Koyama in the original Japanese version. In the Funimation dub, Hajrudin is voice by Randy E. Aguebor in the "Episode of Sabo" special and episodes 639 to 658 and by Chris Guerrero in later episodes.
• Stansen (スタンセン, Sutansen) is the crew's shipwright who was imprisoned at the Auction House in Sabaody until he escaped with Rayleigh. Stansen is voiced by Eiji Takemoto in the original Japanese version and by Dan Caskey in the Funimation dub.
• Rodo (ロード, Rōdo) is the crew's navigator.
• Goldberg (ゴールドバーグ, Gōrudobāgu) is the crew's cook.
• Gerd (ゲルズ, Geruzu) is the crew's doctor who in her childhood was a friend of Big Mom until their friendship was strained when Big Mom's eating disorder for semin led to her rampage throughout Elbaf which injured many giants. Gerd is voiced by Natsuko Kuwatani in the original Japanese version and by Sarah Wiedenheft in the Funimation dub.

Yontamaria Fleet

The Yontamaria Fleet (ヨンタマリア大船団, Yonta Maria Dai-sendan) are the seventh crew of the Straw Hat Grand Fleet. They have one Yonta Maria, five Santa Maria ships, and fifty Nita Maria ships.

The crew consists of a total of 4,300 members including:

• Orlumbus (オオロンブス, Ōronbusu) is a former adventurer who worked for the Standing Kingdom. Orlumbus is voiced by Jiro Saito in the original Japanese version and by Brandon Potter in the Funimation dub.
• Columbus (コロンブス, Koronbusu) is a girl who is a trusted subordinate of Orlumbus.

Rolling Pirates

A pirate crew that the Straw Hat Pirates met in Thriller Bark, being part of the victims whose shadows were stolen by Gecko Moria.

They are captained by Charlotte Lola (シャーロット•ローラ, Shārotto Rōra), one of 39 daughters of Big Mom and twin sister of Chiffon. Lola ran away from Totto Land when her mother wanted her to marry Prince Loki of Elbaf, deciding to sail in the sea to find someone she truly loved. During her trip, she asked all the men she met if they wanted to marry her, eventually marrying Gotti.

Charlotte Lola is voiced by Aya Hisakawa in the original Japanese version and by Alex Moore in the Funimation dub.

Sun Pirates

The Sun Pirates (タイヨウの海賊団, Taiyō no Kaizokudan) are a band of pirates consisting of fish-men and mermen that was originally led by Fisher Tiger and later by Jimbei They attack any pirate ship they see, but no matter who is on it, they never kill directly. Their Sun insignia was created to cover up the mark of the Celestial Dragon's slave, "Hoof of the Soaring Dragon", since Tiger Fisher bore the mark from being a slave. But he had escaped the World Nobles and during his escape he freed other mermen/fish-men and Boa Hancock and her two sisters. With the Sun insignia, the World Government was unable to claim the slaves due to mass confusion over whether they were Sun Pirates or not.^[ch. 620] The members of the Arlong Pirates and Macro Pirates were also part of the crew, until the group eventually disbands when Jimbei joins the Seven Warlords of the Sea.

The known members of the Sun Pirates are:

• Fisher Tiger (フィッシャー・タイガー, Fisshā Taigā) is a sea bream-type fish-man who was the crew's founder. After he died from blood loss following an ambush by the Marines, he was succeeded by Jimbei. Fisher Tiger is voiced by Kōji Ishii in the original Japanese version and by Gabe Kunda in the Funimation dub.
• Aladine (アラディン, Aradin) is a goatsbeard brotula-type merman who is the crew's doctor and first mate during Jimbei's leadership. Aladine is voiced by Takashi Nagasako in the original Japanese version and by Brad Smeaton in the Funimation dub.
• Charlotte Praline (シャーロット・プラリネ, Shārotto Purarine) is Aladine's wife and Big Mom's 21st daughter who is a hybrid of a human and a hammerhead shark-type merman. Charlotte Praline is voiced by Yuko Tachibana in the original Japanese version and by Sara Ragsdale in the Funimation dub.
• Wadatsumi (ワダツミ) is a giant tiger blowfish-type fish-man who is a former member of the Flying Pirates. Wadatsumi is voiced by Kōki Miyata in the original Japanese version and by Trina Nishimura in the Funimation dub.

Thriller Bark Pirates

The crew of the island-sized ship Thriller Bark (スリラーバーク, Surirā Bāku), captained by Gecko Moriah, consists mostly of zombies, numbering in the hundreds, created from corpses. Some of these zombies have been sorted between the General Zombies, the Soldier Zombies, the Wild Zombies, and the Special Zombies.

Gecko Moria

Gecko Moria (ゲッコー・モリア, Gekkō Moria, a play on kōmori (蝙蝠)) is the captain of the island-sized ship Thriller Bark and a former member of the Seven Warlords of the Sea.^[ch. 448] The Shadow-Shadow Fruit (カゲカゲの実, Kage Kage no Mi) grants him the ability to control his shadow, allowing it to act completely independent from his body, and to control others' shadows.^{[ch. 455, 463]} After his entire crew is annihilated by Kaido, he creates a completely obedient, immortal army of zombies by implanting stolen shadows into corpses.^{[ch. 457, 481]} After the Paramount War, his Warlord title is revoked.

In the Japanese anime television series, Gecko voice actor is Katsuhisa Hōki.^[35] In the Funimation dub, he is voiced by Chris Guerrero.^[36]

Perona

Perona (ペローナ, Perōna), also known as "Ghost Princess" (ゴーストプリンセス, Gōsuto Purinsesu), is a member of the Thriller Bark Pirates, a woman dressed in a Gothic Lolita-style who is capable of create ghosts with various abilities thanks to the power of the Paramecia-type Hollow-Hollow Fruit (ホロホロの実, Horo Horo no Mi).^{[ch. 443, 461]} After Gecko Moria's defeat, Perona takes shelter in Dracule Mihawk's castle, where she begrudgingly helps and cooperates with Roronoa Zoro in his training during the timeskip.^[ch. 597]

In the original Japanese anime series, Perona is voiced by Kumiko Nishihara. In the Funimation English adaptation, her voice actress is Felecia Angelle.

Hogback

Hogback (ホグバック, Hogubakku) is the medical genius of Moriah who was given unlife in the form of shadows stolen using Moriah's Devil Fruit ability. He was the one who patched up the corpses.^{[ch. 446, 449, 455]}

Hogback is voiced by Hiroshi Iwasaki in the original Japanese version and by Marcus D. Stimac in the Funimation dub.

Absalom

"Graveyard" Absalom (アブサロム, Abusaromu) is a patchwork man augmented by Hogback with the snout of a lion, the skin of an elephant, and the muscles of a bear and a gorilla. He can turn himself and anything he touches invisible thabnks to the Clear-Clear Fruit. Absalom was later killed by Shiryu of the Blackbeard Pirates who stole his Devil Fruit power.

Absalom is voiced by Hiroaki Miura in the original Japanese version and by Andrew Chandler in the Funimation dub.

Thriller Bark Zombies

Among the zombies created and/or reanimated by Hogback and Moriah are:

• Victoria Cindry (ビクトリア・シンドリー, Bikutoria Shindorī) is a former famous stage actress-turned-Soldier Zombie who has a strong hatred for plates and whom Dr. Hogback was in love with. Victoria Cindry is voiced by Naomi Shindō while alive and Houko Kuwashima as a zombie in the original Japanese version. In the Funimation dub, she is voiced by Jamie Marchi.
• Shimotsuki Ryuma (霜月リューマ, Shimotsuki Ryūma) is a samurai from Wano Country's "Country of Gold" era whose body was later stolen from his grave and made into one of Gecko Moriah's General Zombies. He once had the shadow of Brook. Shimotsuki Ryuma is voiced by Yoshimasa Hosoya when alive and Chō as a zombie in the original Japanese version. In the Funimation dub, he is voiced by Ian Sinclair.
• Lola (ローラ, Rōra) is a warthog-like General Zombie in love with Absalom who had the shadow of Charlotte Lola. Lola is voiced by Aya Hisakawa in the original Japanese version and by Alex Moore in the Funimation dub.
• Taralan (タララン, Tararan) is a large monkey/spider Wild Zombie who is the commander of the Spider Mice. Taralan is voiced by Kazunari Tanaka in the original Japanese version. In the Funimation dub, he is voiced by Todd Upchurch from Episode 346 to Episode 406 and by Jim Foronda in later episodes.
• Kumacy (クマシー, Kumash) is a patchwork teddy bear-like Wild Zombie and servant of Perona who is the commander-in-chief of the Wild Zombies Kumacy is voiced by Hiroshi Iwasaki in the original Japanese version and by Ray Hurd in the Funimation dub.
• Inuppe (犬ッペ, Inuppe) is a Wild Zombie that resembles a penguin with the snout and ears of a bulldog who guards Hogback. He once had the shadow of Sanji. Inuppe is voiced by Hiroaki Hirata in the original Japanese version and by Eric Vale in the Funimation dub.
• Jigoro (ジゴロウ, Jigoro) is a General Zombie swordsman. He once had Zoro's shadow. Jigoro is voiced by Kazuya Nakai in the original Japanese version and by Christopher Sabat in the Funimation dub.
• Oars (オーズ, Ōzu): A 219 ft. ancient giant formerly feared by all who was reanimated as a Special Zombie by Moria. He once had the shadow of Luffy. Oars is voiced by Mayumi Tanaka in the original Japanese version and by Colleen Clinkenbeard in the Funimation dub.

Worst Generation

Originally known as the "Eleven Supernovas" (11人の超新星, Jūichinin no Chōshinsei), it is a group of rookie pirates whose bounties exceed over 100,000,000 berries, having reached the Sabaody Archipelago simultaneously. The group's members are: Monkey D. Luffy and his crewmate Roronoa Zoro; Trafalgar Law; Capone Bege; X. Drake; Jewelry Bonney; Basil Hawkins; Eustass Kid and his crewmate Killer; Scratchmen Apoo; and Urouge (ウルージ, Urūji).^[ch. 498] Regarded as "problem children", these pirates, along with Blackbeard, eventually became known as the "Worst Generation" (最悪の世代, Saiaku no Sedai) by the World Government as they gained more notoriety for their crimes and, sometimes, their willingness to challenge the status quo.^[ch. 664]

Basil Hawkins

Basil Hawkins (バジル・ホーキンス, Bajiru Hōkinsu), nicknamed "Magician" (魔術師 Majutsushi), is the captain of the Hawkins Pirates. He ate the Straw-Straw Fruit (ワラワラの実, Wara Wara no Mi), a Paramecia-type Devil Fruit that allows him to create and manipulate straw. He can cover himself in straw and make scarecrow-like straw avatars to aid his offense. He also has a habit of reading tarot cards to find out what is going to happen and the percentage probability that what he predicts will happen.

After the two year timeskip, he tried to form an alliance with Scratchmen Apoo and Eustass Kid. After Kaido appeared in front of them, he ended up joining the Animal Kingdom Pirates as Kaido's subordinate, betraying Kid along with Apoo, and becoming one of the crew's Shinuchi.

Capone Bege

Capone "Gang" Bege (カポネ・“ギャング”・ベッジ, Kapone "Gyangu" Bejji) is a mafia don-turned-pirate. He has the power of the Castle-Castle Fruit (シロシロの実, Shiro Shiro no Mi), a Paramecia-type Devil Fruit that allows him to create and maintain a dimensional fortress inside his body, being able to put people inside after being reduced when approaching the entrances of his body, or transforming into a great castle that serves as a fortress.

During the two year time skip, Bege became one of the Big Mom Pirates' combatants, until the moment when he formed an alliance with Luffy and Caesar Clown to finish off Big Mom. Bege is married to Big Mom's 22nd daughter Charlotte Chiffon (シャーロット・シフォンShārotto Shifon), and they are both the parents of Capone Pez (カポネ・ペッツ, Kapone Pettsu).

Capone Bege is voiced by Naoki Tatsuta in the original Japanese version and by Kyle Hebert in the Funimation dub.

Fire Tank Pirates

The Fire Tank Pirates (ファイアタンク海賊団, Faia Tanku Kaizokudan) are Capone Bege's pirate crew. It consists of:

• Vito (ヴィト, Vito) is Beg's advisor. Vito is voiced by Daisuke Kishio in the original Japanese version and by Chris Hackney in the Funimation dub.
• Gotti (ゴッティ, Gotti) is Gotti's combatant who is married to Charlotte Lola of the Rolling Pirates. Gotti is voiced by Masafumi Kimura in the original Japanese version and by Joshua Passmore in the Funimation dub.

Eustass Kid

Eustass "Captain" Kid (ユースタス・キャプテン・キッド, Yūsutasu "Kyaputen" Kiddo) is the captain of the Kid Pirates. Among his crew is his childhood friend Killer. Kid ate the Magnet-Magnet Fruit (ジキジキの実, Jiki Jiki no Mi), a Paramecia-type Devil Fruit that allows him to attract and control metal objects with magnetism. He is also capable of utilizing all three types of Haki. During the time skip, he lost his arm after an encounter with. Shanks, depending on a metal pieces arm created by his ability. After trying to form an alliance with Scratchmen Apoo and Basil Hawkins, he ended up being betrayed by them and captured by Kaido, having to later ally himself with Luffy and Law in their plan to defeat him. After Chapter 1079, his status is currently unknown.

Eustass Kid is voiced by Daisuke Namikawa in the original Japanese version and by Justin Cook in the Funimation dub.

Killer

Killer (キラー, Kirā), nicknamed "Murder Machine" (殺戮武人, Satsuriku Bujin, lit. "Massacre Soldier") is the combatant of the Kid Pirates and Eustass Kid's childhood friend. He usually fights using two blades, and stands out for wearing a mask on his face.

After he and Kid were captured by Kaido, Killer was forced to eat a dud SMILE fruit causing him to not stop smiling. In Wano, he ended up working for Kaido's ally Kurozumi Orochi as a street assassin known as Kamazo the Manslayer (人斬り鎌ぞう, Hito Kiri Kamazō). To get revenge on Kaido, he and the Kid Pirates ended up joining Luffy and Law's alliance.

Killer is voiced by Kenji Hamada in the original Japanese version and by Leo Fabian in the Funimation dub.

Jewelry Bonney

Jewelry Bonney (ジュエリー・ボニー, Juerī Bonī) is one of twelve pirates collectively known as the Worst Generation and the only female of the group. She is nicknamed "Glutton" (大喰らい, Ō-Gurai, lit. "Big Eater") because of her gigantic appetite which, however, does not affect her sinuous figure.^[ch. 498] She has eaten the Age-Age Fruit that allows her to change her own age (which she uses to disguise herself) as well as others, making her opponents either too young or too old to fight her.^[ch. 499]

After the Paramount War, she and her crew were defeated and captured by the Blackbeard Pirates, and she was subsequently arrested by the Navy fleet led by Sakazuki. Somehow, she managed to escape, showing herself wandering the streets incognito after the two year timeskip. During the World Meeting, she infiltrated Marijoa to rescue Bartholomew Kuma, who is later revealed to be her father.

Jewelry Bonney is voiced by Reiko Kiuchi and later by Reiko Takagi in the original Japanese version. In the Funimation dub, she is voiced by Laura Wetsel.

Scratchmen Apoo

Scratchmen Apoo (スクラッチメン・アプー, Sukuratchimen Apū), also known as "Roar of the Sea" (海鳴り, Umi Nari), is the captain of the On-Air Pirates (オンエア海賊団, On Ea Kaizokudan), and a member of the longarm tribe. He has the power of the Tone-Tone Fruit (オトオトの実, Oto Oto no Mi), a Paramecia-type Devil Fruit that gives him the ability to transform the parts of his body into various instruments and generate music and great vibrations with them, however, sound does not affect people if they do not hear it.

After the two year timeskip, he tried to form an alliance with Basil Hawkins and Eustass Kid. However, he was affiliated with Kaido to ambush them, Apoo being actually a subordinate of the Animal Kingdom Pirates as their informant, ending up with Hawkins joining Kaido and Apoo, and Kid being captured.

Scratchmen Apoo is voiced by Mitsuaki Madono in the original Japanese version. In the Funimation dub, he is voiced by Brad Venable in episodes 392-629 and One Piece: Stampede and by Brent Mukai starting in Episode 736.

Trafalgar Law

The "Surgeon of Death" (死の外科医, Shi no Gekai), Trafalgar D. Water Law (トラファルガー・D・ワーテル・ロー, Torafarugā Dī Wāteru Rō), originates from the North Blue.^{[ch. 498, 508, 578, 763]} Having eaten the Paramecia-type Op-Op Fruit (オペオペの実, Ope Ope no Mi), Law can, after generating a blue spherical area around himself, cut and teleport objects as well as perform body swaps within said blue area.^[ch. 661] He is the captain of the Heart Pirates. Originally from the White Town, Flevance, he escaped with White Lead Disease and became a member of the Donquixote Pirates. There he met Corazon, the brother of Doflamingo, and together they went on an adventure to find a cure for Law. Ultimately they found the Devil Fruit, but before they escaped, Corazon was killed by Doflamingo, leaving Law to seek out revenge. Law makes a name for himself and following the Paramount War, Law joins the Seven Warlords of the Sea.^{[ch. 659, 673]} Though he enters into an alliance with Luffy and the Straw Hats to take down Kaido, one of the Four Emperors, Law is actually hunting down Donquixote Doflamingo.

Trafalgar Law is voiced by Hiroshi Kamiya in the original Japanese version^[34] and by Matthew Mercer in the Funimation dub.

Heart Pirates

The Heart Pirates (ハートの海賊団, Hāto no Kaizokudan), consisting of twenty-one members, is the pirate crew led by Trafalgar Law.

• Bepo (ベポ, Bepo) is the polar bear-type mink and crew navigator. Bepo is voiced by Yasuhiro Takato in the original Japanese version and by Cris George in the Funimation dub.
• Shachi (シャチ, Shachi) is an average-size lean man. Shachi is voiced by Takahiro Fujimoto in the original Japanese version and by Ben Bryant in the Funimation dub.
• Penguin (ペンギン, Pengin) is an average-size lean man who wears a hat with his name on it. Penguin is voiced by Keiji Hirai in the original Japanese version and by Seth Magill in the Funimation dub.
• Jean Bart (ジャンバール, Janbāru) is a large man who was a former slave of Saint Rosward. Jean Bart is voiced by Yasunori Masutani in the original Japanese version and by John McCalmont in the Funimation dub.

X. Drake

"Red Flag" (赤旗, Akahata) X. Drake (ディエスX・ドレーク, Diesu Dorēku, pronounced as "Diez Drake") is the captain of the Drake Pirates. He has the power of the Dragon-Dragon Fruit, Model: Allosaurus (リュウリュウの実 モデル アロサウルス, Ryū Ryū no Mi Moderu Arosaurusu), a Zoan-type Devil Fruit that gives him the ability to transform into an Allosaurus or an Allosaurus-human hybrid. He is a former Navy rear admiral who became a pirate, but secretly continued to work for the Navy as captain of the "SWORD" division. Under this identity, Drake managed to join the Animal Kingdom Pirates as Kaido's subordinate, becoming one of their Shinuchi as part of the Tobi Roppo. Drake is ousted once his treachery is uncovered and he joins Luffy's alliance to take down Kaido.

X. Drake is voiced by Eiji Takemoto in the original Japanese version and by D. C. Douglas in the Funimation dub.

Four Emperors

The most powerful pirates in the New World are referred to as the Four Emperors (四皇, Yonkō). Initially the group consists of Shanks, Whitebeard, Kaido, and Big Mom, forming a precarious balance of power with The Seven Warlords of the Sea and the Navy Headquarters that keeps the world at peace until Blackbeard's capture of Ace. This leads to a war between the Whitebeard Pirates and the World Government, and results in Whitebeard's death.^{[ch. 432, 483, 576, 581]} Two years later, Blackbeard is considered to have assumed Whitebeard's position.^[ch. 650] Following the events of the Onigashima war, where Big Mom and Kaido were defeated, Monkey D. Luffy and Buggy were considered the new members to replace them.

Animal Kingdom Pirates

The Animal Kingdom Pirates (百獣海賊団, Hyakujū Kaizokudan, Beasts Pirates) are the crew led by Kaido, one of the Four Emperors. Most members possess powers of the SMILE Devil Fruits created by Caesar Clown, being able to obtain the abilities of a specific animal, but having only partially a part of the animal, such as the legs, ears, or the head, protruding from any limb of the body, like the head of an animal on the stomach or in the hand, wings in the head or the butt, and the legs being replaced with the actual animal where the user's torso is sticking out of their back.

Kaido

Kaido (カイドウ, Kaidō), also known as "Kaido, The King of the Beasts" (百獣のカイドウ, Hyakujū no Kaidō, lit. "Kaido of the Beasts"), is the 23 ft. Supreme Commander (総督, Sōtoku, Governor-General) of the Animal Kingdom Pirates, a former member of the Four Emperors, and also a former member of the Rocks Pirates as an apprentince. Kaido consumed the Fish-Fish Fruit: Azure Dragon Model which enables him to transform into an Azure Dragon or an Azure Dragon-human hybrid. Kaido's a believer in might makes right and has subjugated several pirates by breaking their wills. He's rather unstable and prone to changing his mind as he both wants a death as glorious as Whitebeard, but also wants a worthy enemy as he has spent a long time without any opponent that matched his power, along with often shifting from open cruelty and mocking to respect towards his adversaries. Kaido was on the verge of being executed several times and has a fondness for attempting suicide as a hobby, but he always ends up unscathed due to his great resilience, being known in the world as "The Strongest Creature" (最強の生物, Saikyō no Seibutsu). At one point, Kaido and King were held on Punk Hazard. Previously, he faced Kozuki Oden, who was the only person capable of deeply injuring him, leaving Kaido with a massive and permanent scar on his chest after nearly killing him. He was allied for years with Kurozumi Orochi to rule the Wano Country together upon disposing of Kozuki Oden, until Kaido betrayed him and announced his daughter Yamato would be the country's new shogun which she vehemently opposed. Kaido had the highest active bounty of any current pirate, a bounty of 4,611,100,000.^[33] Kaido is also capable of using the advanced application for all types of Haki. After a long grueling fight with Luffy and his allies, Kaido was defeated by Luffy, the second coming of Joyboy that was predicted to defeat him, where he and Big Mom fell into a volcanic chamber prior to its eruption. It is unknown if they survived or not.

Kaido is voiced by Tesshō Genda in the original Japanese version and by David Sobolov in the Funimation dub.

Lead Performers

The three men who act as Kaido's right hand are the Lead Performers (大看板, Ōkanban, All-Stars), the crew's executive officers, also known as the Disasters/Calamities. The group consists of:

• King (キング, Kingu) is a Lunarian who can transform into a Pteranodon or a Pteranodon-human hybrid using the powers of the Dragon-Dragon Fruit: Model Pteranodon (Ryu Ryu no Mi: Model Pteranodon,リュウリュウの実 モデル プテラノドン). King has the epithet of "The Conflagration/Wildfire". At one point, King and Kaido were held on Punk Hazard. His Lineage Factor was later used by Dr. Vegapunk to create his Seraphim. King is voiced by Makoto Tamura in the original Japanese version and by Gabe Kunda in the Funimation dub.
• Queen (クイーン, Kuīn) is a cyborg scientist who can transform into a Brachiosaurus or a Brachiosaurus-human hybrid using the powers of the Dragon-Dragon Fruit: Model Brachiosaurus (Ryu Ryu no Mi: Model Brachiosaurus, リュウリュウの実 モデル ブラキオサウルス"). Queen has the epithet of "The Plague". Queen is also a former colleague of Caesar Clown, Vinsmoke Judge of the Germa Kingdom, and Dr. Vegapunk as a part of MADS, a group of scientists. Queen is voiced by Hiroki Takahashi in the original Japanese version and by Major Attaway in the Funimation dub.
• Jack (ジャック, Jakku) is a giant grouper-type fish-man who can transform into a mammoth or a mammoth-human hybrid (which had a more centaur-like appearance instead of a humanoid appearance) using the powers of the Elephant-Elephant Fruit: Model Mammoth (Zou Zou no Mi, Model: Mammoth, ゾウゾウの実 モデル "マンモス"). Jack has the epithet of "The Drought". Jack is voiced by Ken Nomura in the original Japanese version and by Bill Butts in the Funimation dub.

Tobi Roppo

The Tobi Roppo (飛び六胞, Tobi Roppō) are the six elite Shinuchi and the crew's first grade officers who serve directly under the Lead Performers. Like the Lead Performers, the members can transform into ancient creatures through their Ancient Zoan Devil Fruits. The group consists of:

• Page One (ページワン, Pējiwan) is a Shinuchi whose Devil Fruit called the Dragon-Dragon Fruit: Model Spinosaurus enables him to transform into a Spinosaurus or a Spinosaurus-human hybrid. Page One is voiced by Yutaka Aoyama in the original Japanese version and by Tom Laflin in the Funimation dub.
• Ulti (うるティ, Uruti) is a Shinuchi and Page One's sister whose Devil Fruit called the Dragon-Dragon Fruit: Model Pachycephalosaurus enables her to transform into a Pachycephalosaurus or a Pachycephalosaurus-human hybrid. Unlike actual Pachycephalosaurus, Ulti's Pachycephalosaurus form is larger. Ulti is voiced by Tomoyo Kurasawa in the original Japanese version and by Christina Kelly in the Funimation dub.
• Sasaki (ササキ, Sasaki) is a bluespine unicornfish-type fish-man and Shinuchi whose Devil Fruit called the Dragon-Dragon Fruit: Model Triceratops enables him to transform into a Triceratops or a Triceratops-human hybrid. He was in charge of the Armored Division (which consist of SMILE users based on hard-skinned or hard-shelled animals) before they were tamed by Kurozumi Tama's Devil Fruit ability. Unlike actual Triceratops, Sasaki can rotate his frill in Triceratops form to move through the air. Sasaki is voiced by Volcano Ōta in the original Japanese version and by Heath Morrow in the Funimation dub.
• Black Maria (ブラックマリア, Burakkumaria) is a Shinuchi whose Devil Fruit called the Spider-Spider Fruit: Model Rosamygale Grauvogeli enables her to transform into a Rosamygale Grauvogeli or a Rosamygale Grauvogeli-human hybrid with a form of the latter having a drider-like appearance due to unidentified drugs. Black Maria is voiced by Yū Kobayashi in the original Japanese version and by Alicyn Packard in the Funimation dub.
• Who's-Who (フーズ・フー, Fūzu Fū) is a Shinuchi whose Devil Fruit called the Cat-Cat Fruit: Model Saber-Tooth Tiger enables him to transform into a saber-toothed tiger or a saber-toothed tiger-human hybrid. Whos's-Who is voiced by Hirofumi Nojima in the original Japanese version and by Reagan Murdock in the Funimation dub.
• X. Drake was formerly a member of this group.

Shinuchi

The Shinuchi (真打ち, Shin'uchi) are the second-grade officers of the Animal Kingdom Pirates, with most of them being elite Gifters. They are in charge of the lower-ranking Gifters, Pleasures, and Waiters.

• Sheepshead (シープスヘッド, Shīpusuheddo) is a Shinuchi who ate a Sheep SMILE that enables him to turn his hands into sheep horns. Sheepshead is voiced by Katsuyuki Konishi in the original Japanese version and by Armen Taylor in the Funimation dub.
• Holed'em (ホールデム, Hōrudemu) is a Shinuchi who ate a Lion SMILE variant that gives his waist the head and legs of a lion named Kamijiro (噛二郎, Kamijirō) on his waist and a lion tail on his back. Both Holed'em and Kamajiro tend to quarrel with each other where a running gag has them forgetting that they share the same body. Holed'em and Kamijiro are voiced by Tsuyoshi Koyama in the original Japanese version and by Davon Oliver in the Funimation dub.
• Speed (スピード, Supīdo) is a Shinuchi whose Horse SMILE variation gives the area under her waist the body of a horse enabling her to have the appearance of a centaur while also sporting horse-like ears. She defected when she was tamed by Kurozumi Tama's Devil Fruit ability. Speed is voiced by Satomi Satō in the original Japanese version and by Naya Moreno in the Funimation dub.
• Dobon (ドボン) is a Shinuchi who ate a Hippopotamus SMILE that infused his legs to a hippopotamus' body while his torso is in its mouth. Dobon is voiced by Taro Yamaguchi in the Japanese version and by Phillip Annarella in the Funimation dub.
• Ginrummy (ジンラミー, Jinramī) is a Shinuchi whose unnamed SMILE has not had its abilities shown. Ginrummy is voiced by Sakiko Uran in the original Japanese version and by Katelyn Gault in the Funimation dub.
• Babanuki (ババヌキ) is the prison warden of the Prisoner Mine who has an Elephant SMILE that gave him the head of an elephant on his chest. Unlike the other Gifters, Babanuki has full control over his elephant head. He defected upon being tamed by Kurozumi Tama's Devil Fruit ability. Babanuki is voiced by Susumu Akagi in the original Japanese version and by Alex Hom in the Funimation dub.
• Daifugo (ダイフゴー, ドボン) is a Shinuchi whose Scorpion SMILE variant gave him a scorpion stinger instead of hair and six legs. He defected upon being tamed by Kurozumi Tama's Devil Fruit ability. Daifugo is portrayed by Tōru Nakane in the original Japanese version and by Josh Martin in the Funimation dub.
• Solitaire (ソリティア, Soritia) is a Shinuchi whose Monkey SMILE gave her a monkey tail and two additional pairs of arms. Solitaire is portrayed by Umeka Shōji in the original Japanese version and by Kayla Parker in the Funimation dub.
• Mizerka (ミゼルカ, Mizeruka) is a Shinuchi whose Gorilla SMILE variant causes a pink-furred gorilla named Gorishiro (ゴリ四郎, Gorishirо̄) to be generated from her waist. Gorishiro is a messy eater which annoys Mizerka. She defected upon being tamed by Kurozumi Tama's Devil Fruit ability. • Briscola (Burisukora, ブリスコラ) is a Shinuchi whose Gorilla SMILE variant enables him to grow a gorilla from his left hand. He defected upon being tamed by Kurozumi Tama's Devil Fruit ability. • Fourtricks (Fōtorikkusu, フォートリックス) is a Shinuchi whose Chicken SMILE caused his face and hands to be at the end of a sentient chicken. Fourtricks is voiced by Kōhei Amasaki in the original Japanese version and by Jim Foronda in the Funimation dub.
• Hamlet (Hamuretto, ハムレット) is a Shinuchi whose Giraffe SMILE causes a giraffe's body to emerge from his upper back. Hamlet is voiced by Ryōta Takeuchi in the original Japanese version and by Alan Lee in the Funimation dub.
• Poker (Pōkā, ポーカー) is a Shinuchi whose Rattlesnake SMILE has his legs having the rattlesnake head and tail in its place while its middle is grown from each shoulder and hangs over his head. • Gazelleman (ガゼルマン, Gazeruman) is a Gifter whose Gazelle SMILE that gives him the hindquarters of a gazelle enabling him to run fast where he claims that he can go 200 kilometers per hour. He defected upon being tamed by Kurozumi Tama's Devil Fruit ability. Gazelleman is voiced by Yasunori Masutani in the original Japanese version and by Josh Bangle in the Funimation dub.
• Mouseman (マウスマン, Mausuman) is a Gifter whose Mouse SMILE variant gave him the ears of a mouse. Mouseman is voiced by Masami Kikuchi in the original Japanese version and by Parker Gray in the Funimation dub.
• Snakeman (Sunēkuman, スネークマン) is a Gifter whose Snake SMILE variant causes a snake to protrude from his abdomen. Snakeman is voiced by Masaya Takatsuka in the original Japanese version and by Dalton Walker in the Funimation dub.
• Rabbitman (ラビットマン, Rabbitoman) is a Gifter whose Rabbit SMILE gave him rabbit ears on his shoulders, a rabbit face on his beard, and a rabbit tail. Rabbitman is voiced by Kappei Yamaguchi in the original Japanese version and by Gary Furlong in the Funimation dub.
• Sarahebi (さらへび先生, Sarahebi-sensei) is a teacher in Wano's Flower Capital whose Snake SMILE variant enables her to have a snake-like neck, fangs, and tongue. Sarahebi is voiced by Yuka Komatsu in the original Japanese version and by Emily Fajardo in the Funimation dub.
• Alpacaman (アルパカマン, Arupakaman) is a Gifter whose Alpaca SMILE turns his head and neck into an alpaca's head and neck while granting it high-speed saliva spitting. Alpacaman is voiced by Takeharu Onishi in the original Japanese version and by Bryson Baugus in the Funimation dub.
• Madilloman (マジロマン, Majiroman) is a Gifter whose Armadillo SMILE gives him an armadillo's shell on his back that also has an armadillo's back legs and tail on it. Madilloman is voiced by Toshitsugu Takashina in the original Japanese version and by Gary Furlong in the Funimation dub.
• Dachoman (ダチョウマン, Dachōman) is a Gifter whose Ostrich SMILE gives him the neck of an ostrich. Dachoman is voiced by Hiromi Miyazuki in the original Japanese version and by Kiba Walker in the Funimation dub.
• Tenjo-Sagari (天井下り, Tenjō-Sagari) is a Gifter whose White Snake SMILE enables her to extend her torso showing her white snake-like torso underneath while also sporting white snake fangs and a forked tongue. Tenjo-Sagari is voiced by Momo Ishibashi in the original Japanese version and by Givoannie Cruz in the Funimation dub.
• Nure-Onna (濡れ女, Nure-Onna) is a Gifter whose Hognose Snake SMILE gives her the neck of a hognose snake. Nure-Onna is voiced by Yūki Yamamoto in the original Japanese version and by Morgan Lauré Garrett in the Funimation dub.
• Wanyudo (輪入道, Wanyūdō) is a Gifter whose Pug SMILE turned his entire body below his head into the body of a pug. He can move around on a hamster wheel-like device that serves as his mode of transportation. Wanyudo is voiced by Mark Fickert in the Funimation dub.

Marys

The Marys (メアリーズ, Mearīzu) are the surveillance crew of the Animal Kingdom Pirates that consist of humans and cyborg animals who wear paper masks and transmit their information to Kaido. The lead member of the Mary is:

• Bao Huang (バオファン, Baofan) is a Shinuchi and member of the Marys whose Flying Squirrel SMILE gives her a large flying squirrel tail protruding from her back as well as having gliding abilities. Bao Huang is voiced by Ryoko Shiraishi in the original Japanese version and by Molly Zhang in the Funimation dub.
• Caimanlady (カイマンレディ, Kaiman Redi) is a Gifter and member of the Marys whose Caiman SMILE causes a backwards-facing caiman to appear in place of her legs. Because of the direction it is facing, the caiman part must walk backwards so that Caimanlady can move forward. Caimanlady is voiced by Maki Tsuruta in the original Japanese version.

Numbers

The Numbers (ナンバーズ, Nanbāzu) are a group of artificially-produced ancient giants with animalistic traits with most of them wearing tiger-striped loincloths that were produced on Punk Hazard as a failed experiment and were brought into the services of the Animal Kingdom Pirates. They are also known to be messy drinkers where that habit annoys Queen. They consist of:

• Inbi (一美, Inbi) is a Number who has a devil-like appearance. Inbi is voiced by Yōhei Azakami in the original Japanese version.
• Fuga (二牙, Fūga) is a Number who has a centaur-like appearance due to him having consumed a Horse SMILE variant. Fuga is voiced by Takayuki Kondo in the original Japanese version.
• Zanki (三鬼, Zanki) is a Number who has slender outward horns. Zanki is voiced by Kōji Takeda in the original Japanese version.
• Jaki (四鬼, Jaki) is a Number who has tusks. Jaki is voiced by Yasunori Masutani in the original Japanese version and by Kamen Casey in the Funimation dub.
• Goki (五鬼, Gōki) is a Number who has a long neck. Goki is voiced by Masaya Takatsuka in the original Japanese version.
• Rokki (六鬼, Rokki) is a Number who is bald, has black horns, body hair, and different tattoos on him.
• Nangi (七鬼, Nangi) is a Number who resembles the traditional Oni while sporting a green beard and green hair. Nangi is voiced by Yūsei Oda in the original Japanese version.
• Hatcha (八茶, Hatcha) is a 219 ft. Number who resembles a larger horned humanoid. Hatcha is voiced by Hirofumi Miyazaki in the original Japanese version.
• Kunyun (九忍, Kunyun) is a Number who resembles a larger horned female human with snake-like fangs and waist-length hair. Kunyun is voiced by Hinako Takahishi in the original Japanese version and by Dani Chambers in the Funimation dub.
• Juki (十鬼, Jūki) is a Number who has an elongated dragon-like head and a hunchbacked appearance. Juki is voiced by Kōji Haramaki in the original Japanese version and by Alfie Coy in the Funimation dub.

Pleasures

The Pleasures (笑う者達, Purejāzu) are the mid-level foot soldiers who ate the dud SMILE Fruits and can only feel joy. Many of them defected after Chopper saved them from the Ice Oni virus that Queen created.

Waiters

The Waiters (待つ者達, Weitāzu) are the low-level foot soldiers who haven't eaten a SMILE yet. Because of the shut down of the SMILE factory, the Waiters are just left in this position. Many of them defected after Tony Tony Chopper saved them from the Ice Oni virus that Queen created.

• Massui (マッスイ, Massui) is a muscular Waiter who wears a bat mask to prepare for the day when he'll be given a SMILE. Massui is voiced by Tomahisa Hashizumi in the original Japanese version and by Spencer Liles in the Funimation dub.
• Pudos (プドス, Pudosu) is a tall Waiter who works as Prisoner Mine guard. Pudos is voiced by Geoff Galneda in the Funimation dub.
• Ibiributsu (イビリブツ, Ibiributsu) is a stocky Waiter who works as a Prisoner Mine guard. All prisoners must give him meal tickets in exchange for kibi dango. Ibiributsu is voiced by Spencer Liles in the Funimation dub.
• Donannoyo (ドウナンノヨ, Dōnannoyo) is a Waiter who works as a Prisoner Mine guard. Donannoyo is voiced by Dalton Tindall in the Funimation dub.
• Nokotti (ノコッティ, Nokotti) is a female slender Waiter who works as a Prisoner Mine guard. When Queen holds the Sumo Inferno at the Prisoner Mine, Nokotti serves as its Gyōji.
• Uwattsura (ウワッツラー, Uwattsurā) is a muscular Waiter who works as the Prisoner Mine's chief guard. Uwattsura is voiced by Brad Kurtz in the Funimation dub.

Ninjas and samurai

There are also some ninjas and samurai who serve the Animal Kingdom Pirates following the apparent death of Kurozumi Orochi. The ninjas in question made up a group called the Orochi Oniwabanshu when they worked for Orochi while the samurai in question made up a group called the Mimawarigumi (the name of Wano's samurai police force). Most of them were shown to be terrified by Brook's spirit form as they thought he was a Gashadokuro.

• Fukurokuju (福ロクジュ, Fukurokuju) is a tall bald-headed ninja with an elongated head and long earlobes who leads the ninjas and samurai that worked for both Kurozumi Orochi and Kaido. Fukurokuji is voiced by Masahiro Ogata in the original Japanese version and by Nazeeh Tarza in the Funimation dub.
• Daikoku (大黒, Daikoku) is a large ninja with light knee-length red hair and a headband that has cattle-like horns on them. Daikoku is voiced by Takashi Matsuyama in the original Japanese version and by Monty Thompson in the Funimation dub.
• Fujin (風刃, Fūjin) is a ninja who uses a land-moving catfish as his mode of transportation. Fujin is voiced by Yusuke Honda in the original Japanese version and by Zac Loera in the Funimation dub.
• Raijin (雷刃, Raijin) is a ninja in a blue and yellow goggled mask who uses a land-moving catfish as his mode of transportation. Raijin is voiced by Kappei Yamaguchi in the original Japanese version and by Landon McDonald in the Funimation dub.
• Hanzo (半ぞう, Hanzō) is a large and thickset ninja. Hanzo is voiced by Kohei Fukuhara in the original Japanese version and by Jason Lord in the Funimation dub.
• Chome (ちょめ, Chome) is a young kunoichi with armpit-length hair and a rabbit-like face. Chome is voiced by Ayaka Saitō in the original Japanese version and by Shelby Chambers in the Funimation dub.
• Jigoku Benten (地獄弁天, Jigoku Benten) is a tall kunoichi. Jugoku Benten is voiced by Akiko Utsumi in the original Japanese version and by Kasi Hollowell in the Funimation dub.
• Bishamon (ビシャ門, Bishamon) is a short red-skinned ninja. Bishamon is voiced by Ikuto Kanemasa in the original Japanese version and by Stephen Miller in the Funimation dub.
• Yazaemon (矢ざえもん, Yazaemon) is a hunched over ninja with a bandaged face. Yazaemon is voiced by Takahiro Fujimoto in the original Japanese version and by Howard Wang in the Funimation dub.
• Kazekage (風影, Kazekage) is a ninja with waist-like hair and is mostly seen carrying a scroll in his mouth. Kazekage is voiced by Shogo Sakata in the original Japanese version and by Branden Loera in the Funimation dub.
• Sarutobi (猿飛, Sarutobi) is a large ninja who wears a horned gorilla-like mask. Sarutobi is voiced by Keiji Hirai in the original Japanese version and by Chris Niosi in the Funimation dub.
• Hotei (ホテイ, Hotei) is a samurai and former captain of the Mimawarigumi prior to Kurozumi Orochi being deposed by Kaido. Hotei is voiced by Masaya Takatsuka in the original Japanese version and by Kieran Flitton in the Funimation dub.
• Jizo (地蔵, Jizō) is a tall and rotund samurai and former member of the Mimawarigumi. Jizo is voiced by Toshiya Chiba in the original Japanese version and by John Gerhardt in the Funimation dub.

• Scotch (スコッチ, Sukotchi) is a cyborg who protects an unnamed winter island of Kaido. Scotch is portrayed by Masaya Takatsuka in the original Japanese version and by Chad Cline in the Funimation dub.
• Hihimaru (ひひ丸, Hihimaru) is a towering white baboon who worked as a guard for the Animal Kingdom Pirates. He defected upon being tamed by Kurozumi Tama's Devil Fruit ability following the defeat of some of the Waiters with him. Hihimaru's vocal effects are provided by Shinichi Yamada in the original Japanese version and by Bryan Massey in the Funimation dub.
• Scratchmen Apoo.

Blackbeard Pirates

The Blackbeard Pirates (黒ひげ海賊団, Kurohige Kaizokudan) are a powerful pirate crew led by Blackbeard. While originally having five members, the Blackbeard Pirates' membership was later expanded with a number of prisoners from Impel Down and Aokiji himself.

Marshall D. Teach

Marshall D. Teach (マーシャル・D・ティーチ, Māsharu Dī Tīchi), better known as Blackbeard (黒ひげ, Kurohige), is the captain, later commodore (admiral in the Japanese version), of the Blackbeard Pirates. As a member of the Whitebeard Pirates, he killed his crewmate Thatch to get hold of the Devil Fruit he has sought for several decades, the Dark-Dark Fruit (ヤミヤミの実, Yami Yami no Mi). It grants him the ability to create and control black holes, which are represented as flowing darkness, as well as the ability to disable the Devil Fruit powers of others, as long as he is touching the person.

For betraying Whitebeard's crew and the murder of his crewmate, he is pursued by Ace who eventually confronts him.^{[ch. 159, 440f.]} After defeating Ace and turning him in to the World Government, he is appointed Crocodile's replacement as one of the Seven Warlords of the Sea, a position he promptly abuses to expand his crew with prisoners from Impel Down and resigns once he is finished.

After killing Whitebeard with the help of his new crew, Blackbeard somehow adds his former captain's Devil Fruit ability to his own and manages to take Whitebeard's place as one of the Four Emperors.^{[ch. 486, 576f., 650]}

The character is based on and named after the historical pirate Edward "Blackbeard" Teach.^[ch. 474] In the Japanese anime television series, his voice actor is Akio Ōtsuka.^[37] In its Funimation English adaptation, his voice was supplied by Cole Brown until his death in November 2016, being replaced by Chris Rager.

Ten Titanic Captains

The Ten Titanic Captains (10人の巨漢船長, Jū-nin no Kyokan Senchō) are the top officers of the Blackbeard Pirates who are second only to Blackbeard by command and are listed in order of who commands each ship in order of appearance.

Jesus Burgess

Jesus Burgess (ジーザス・バージェス, Jīzasu Bājesu) is the crew's helmsman who is very strong. He is the captain of the crew's first ship. Burgess has the epithet of "Champion". He was later revealed to have consumed a Devil Fruit called the Strong-Strong Fruit that gives him super-strength.

Burgess is voiced by Tetsu Inada in the original Japanese version and by Phil Parsons in the Funimation dub.

Shiryu

Shiryu (シリュウ, Shiryū) is Impel Down's deposed chief jailer who becomes the captain of the crew's second ship and later gained Absalom's invisibility.^[ch. 576] He has the epithet of "Of the Rain". Shiryu is voiced by Takayuki Sugō in the original Japanese version and by Matt Thurston in the Funimation dub.

Van Augur

Van Augur (ヴァン・オーガー, Van Ōgā) is the crew's marksman. Augur is the captain of the crew's third ship. He has the epithet of "The Supersonic". He was later revealed to have consumed a Devil Fruit called the Warp-Warp Fruit that enables him to teleport himself and other people.

Augur is voiced by Masaya Takatsuka in the original Japanese version and by Barry Yandell in the Funimation dub.

Avalo Pizarro

Avalo Pizarro (アバロ・ピサロ, Abaro Pisaro) is a 16 ft. man who was the tyrannical former king of a kingdom in the North Blue who Blackbeard sprung from Impel Down. He is the captain of the crew's 4th ship. Pizarro has the epithet of "Corrupt King". He later gained the powers of the Isle-Isle Fruit which allows him to fuse with the environment of the island they are on.^[ch. 1080]

Pizarro is voiced by Kazunari Tanaka in earlier episodes and Masaya Takatsuka in later episodes of the original Japanese version. In the Funimation dub, he is voiced by Greg Silva.

Lafitte

Lafitte (ラフィット, Rafitto) is an exiled police officer from the West Blue, who serves as the crew's navigator and chief of staff. He is the captain of the crew's 5th ship. Laffitte has the epithet of "Demon Sheriff". He is later implied to have consumed a Devil Fruit that enables him to sprout bird-like wings.

Lafitte is voice by Taiki Matsuno in the original Japanese version and by Christopher Bevins in the Funimation dub.

Catarina Devon

Catarina Devon (カタリーナ・デボン, Katarīna Debon) is an 11 ft. woman and former inmate of Impel Down who can turn into a Kyubi no Kitsune or a Kyubi no Kitsune-human hybrid with the powers of the Dog-Dog Fruit: Model Nine Tailed Fox (イヌイヌの実 モデル九尾の狐, Inu Inu no Mi, Model: Kyubi no Kitsune), which also grants her the ability to transform into other people. She is the captain of the crew's 6th ship. Devon has the epithet of "Crescent Moon Hunter".

Devon is voiced by Kimiko Saitō in the original Japanese version and by Natalie Hoover in the Funimation dub.

Sanjuan Wolf

Sanjuan Wolf (サンファン・ウルフ, Sanfan Urufu) is the biggest giant whose 519 ft. size comes from the ability of the Huge-Huge Fruit.^[ch. 1080] After Blackbeard sprung him from Impel Down, He is the captain of the crew's 7th ship, and has the epithet of "Colossal Battleship" and was big enough to stand in certain parts of the ocean which would get him exhausted over time.

Wolf is voiced by Kenichi Ono in the original Japanese version and by Jason Bunch in the Funimation dub.

Vasco Shot

Vasco Shot (バスコ・ショット, Basuko Shotto) is an 18 ft. legendary criminal with a love of alcoholic beverages. He is the captain of the crew's 8th ship. Shot has the epithet of "Heavy Drinker". He later gained the powers of the Glug-Glug Fruit, though its powers are currently unclear.^[ch. 1080]

Shot is voiced by Naoki Tatsuta in the original Japanese version and by Clint Ford in the Funimation dub.

Doc Q

Doc Q (ドクQ, Doku Kyū),^[ch. 234] is the crew's sickly physician. He is the captain of the crew's 9th ship, and has the epithet of "Death God" or "Grim Reaper". Doc Q is later revealed to have consumed a Devil Fruit called the Sick-Sick Fruit that enables him to inflict diseases on anyone.

Doc Q is voiced by Naoya Uchida in the original Japanese version and by Kenny Green in the Funimation dub.

Stronger

Stronger (ストロンガー, Sutorongā) is Doc Q's equally sickly horse who serves as Doc Q's mode of transportation due to Doc Q being too sickly to get around.^[ch. 223] He is later revealed to have consumed a Devil Fruit called the Horse-Horse Fruit: Model Pegasus that enables him to become a Pegasus.

Kuzan

Kuzan (クザン), formerly known as Admiral Aokiji (青雉, lit. "Blue Pheasant"), was a seemingly lazy but morally upright naval officer with the ability of the Logia-type Chilly-Chilly Fruit (ヒエヒエの実, Hie Hie no Mi), which allows him to generate, control, or become ice.^{[ch. 319f., 393]} On his retirement, Sengoku advocates for Aokiji to succeed him as fleet admiral.^[ch. 594] Aokiji duels with Akainu for the position, but loses. Not wanting to serve under Akainu, he leaves the Navy thanks to his disillusionment with the World Government's Absolute Justice. He joins the Blackbeard Pirates soon after for unknown reasons^[ch. 650] and becomes the captain of the crew's 10th ship.^[ch. 1081] Aokiji's appearance is modeled after Yūsaku Matsuda.^[ch. 558]

He is voiced by Takehito Koyasu.^[38] In the Funimation English adaptation, his voice is initially supplied by Bob Carter and was later voiced by Jason Douglas.^[39]

Big Mom Pirates

The Big Mom Pirates (ビッグ・マム海賊団, Biggu Mamu Kaizokudan) are the crew led by the member of the Four Emperors, Charlotte Linlin. Each of its members are named after foods and are themed after different fairy tales.

The Sun Pirates and the Firetank Pirates are former subordinates of the crew.

Charlotte Linlin

Charlotte Linlin (シャーロット・リンリン, Shārotto Rinrin), better known as Big Mom (ビッグ・マム, Biggu Mamu), is the 28 ft. captain of the Big Mom Pirates, the matriarch of the large Charlotte Family (シャーロット家, Shārotto-ke) and the queen of Totto Land where she rules with her 46 sons and 39 daughters she gave birth to from 43 different husbands. Most of her children are larger than normal humans.

In her childhood, she was abandoned by her parents for being too big and was raised by Mother Carmel (マザー・カルメル, Mazā Karumeru), a nun who inspired her to create a kingdom and a family in which all the races of the world live together. At some point, Big Mom earned the ire of the giants when her eating disorder for seamen during a fast before the Winter Solstice led to her rampage throughout Elbaf which injured many giants. She has repeatedly tried to reconcile with the giants, but to no avail. It is because of this that she has been unable to get some giants to live in her established archipelago Totto Land where all races would co-exist with each other. Big Mom even contacted Caesar Clown to make her some artificial giants.

Her children have ranged from twenty-two single children, eleven sets of twin children, six sets of triplet children, two sets of quadruplet children, one set of quintuplet children, and one set of decuplet children. None of her children are safe from her wrath. Her daughter Charlotte Praline is a member of the Sun Pirates while Charlotte Chiffon is a member of the Firetank Pirates.

Big Mom is also the only female member of the Four Emperors, and a former member of the Rocks Pirates. She currently has the second-highest bounty of any pirate after Kaido, with a bounty of 4,388,000,000.^[33]

Big Mom possesses the power of the Soul-Soul Fruit, which previously belonged to Carmel, with which she can give life to objects or make animals act like humans by giving them a fragment of a person's soul transforming them into Homies. Big Mom is capable of utilizing all three types of Haki and is capable of using the advanced application for both and Haoshoku and Busoshoku Haki.

During the fight in Wano Country, Big Mom was defeated by Eustace Kid and Trafalgar D. Law where she and Kaido fell into a volcanic chamber before its eruption. It is unknown if they survived or not.

Big Mom is Toshiko Fujita in Episode 571 of the original Japanese version and by Mami Koyama in later episodes starting in Episode 786 of the original Japanese version. In the Funimation dub, she is voiced by Pam Dougherty.

Sweet Generals

The highest-ranking officers of the Big Mom Pirates are known as the Sweet Generals (スイート将星, Suīto Shōsei, Sweet Commanders). They 4 were originally 4 Sweet Generals, but after one of them was defeated in past and demoted, they are known as the Sweet 3 Generals (スイート3将星,, Suīto San Shōsei, Three Sweet Commanders). They consists of:

• Charlotte Katakuri (シャーロット・カタクリ, Shārotto Katakuri) is Big Mom's 2nd son who has the power to generate mochi thanks to the powers of the Mochi-Mochi Fruit. Charlotte Katakuri is in the same triplet set as Charlotte Daifuku and Charlotte Oven where he is the oldest of the group. He also capable of utilizing all three types of Haki and is capable of using the advanced application for Kenbunshoku Haki. Charlotte Katakuri is voiced by Tomokazu Sugita in the original Japanese version and by Jonah Scott in the Funimation dub.
• Charlotte Smoothie (シャーロット・スムージー, Shārotto Sumūjī) is Big Mom's 14th daughter who has the ability to squeeze any object including living things thanks to the powers of the Wring-Wring Fruit. She is a longleg/human hybrid who is in the same triplet set as Charlotte Citron and Charlotte Cinammon where she is the oldest of the group. Charlotte Smoothie is voiced by Masako Katsuki in the original Japanese version and by Dawn M. Bennett in the Funimation dub.
• Charlotte Cracker (シャーロット・クラッカー, Shārotto Kurakkā) is Big Mom's 10th son who has the ability to generate biscuits thanks to the powers of the Bis-Bis Fruit and even form Biscuit Soldiers from crackers who help patrol Totto Land. He is in the same triplet set as Charlotte Custard and Charlotte Angel where he is the oldest of the group. Charlotte Cracker is voiced by Takuya Kirimoto in the original Japanese version and by David Matranga in the Funimation dub.
• A former Sweet General is Big Mom's 25th child Charlotte Snack (シャーロット・スナックスナック, Shārotto Sunakku) who is the older twin brother of Charlotte Bavarois. He lost this position when he was defeated by Urouge and was reassigned to Charlotte Oven's army. Charlotte Snack is voiced by Jiro Saito in the original Japanese version and by Travis Mullenix in the Funimation dub.

Officer positions are filled by the majority of Linlin's sons and daughters. Among those are:

• Charlotte Perospero (シャーロット・ペロスペロー, Shārotto Perosuperō) is Big Mom's 1st son who has the ability to generate candy thanks to the powers of the Lick-Lick Fruit. Charlotte Perospero is voiced by Yūya Uchida in the original Japanese version and by Aaron Campbell in the Funimation dub.
• Charlotte Compote (シャーロット・コンポート, Shārotto Konpōto) is Big Mom's 1st daughter. Charlotte Compote is voiced by Mami Kingetsu in the original Japanese version and by Monica Rial in the Funimation dub.
• Charlotte Daifuku (シャーロット・ダイフク, Shārotto Daifuku) is Big Mom's 3rd son who can summon a genie from his body by rubbing himself thanks to the powers of the Puff-Puff Fruit. He is in the same triplet set as Charlotte Katakuri and Charlotte Oven. Charlotte Daifuku is voiced by Shunsuke Sakuya in the original Japanese version and by Frank Todaro in the Funimation dub.
• Charlotte Oven (シャーロット・オーブン, Shārotto Ōbun) is Big Mom's 4th son who has the power to generate heat thanks to the powers of the Heat-Heat Fruit. He is in the same triplet set as Katakuri and Daifuku where he is the youngest of the group. Oven is voiced by Masafumi Kimura in the original Japanese version and by Jason Marnocha in the Funimation dub.
• Charlotte Mondée (シャーロット・モンデ, Shārotto Monde) is Big Mom's 2nd daughter. She is a snakeneck/human hybrid is in the same quadruplet set as Charlotte Amande, Charlotte Hachée, and Charlotte Effilée where she is the oldest of the group. Charlotte Mondée is voiced by Kimiko Saitō in the original Japanese version and by Natalie Van Sistine in the Funimation dub.

Buggy's Band of Pirates/Cross Guild

Buggy's Band of Pirates (バギー海賊団, Bagī Kaizokudan) is a circus-themed group of pirates led by Buggy the Clown, one of the Seven Warlords after the 2-year timeskip. Following Buggy's escape from Impel Down, the Buggy Pirates are joined by some of his fellow escapees.^[ch. 593] With the collapse of the Warlords system, all former Warlords become wanted once again, but when the Marine attack on Buggy commences, by pure coincidence, Sir Crocodile and Dracule Mihawk arrive, making the Marines and Buggy's crew think the two other ex-Warlords are in Buggy's command. Crocodile and Mihawk ultimately agree to let Buggy take the public face of their new organization, Cross Guild (クロス・ギルド, Kurosu Girudo), as its president and figurehead while the other two are the actual heads. Cross Guild has quickly become so powerful, they now offer their own bounties against the Marines.^{[ch. 1056, 1058]}

Buggy (バギー, Bagī) is a pirate with a preference for fighting with knives, a love of cannons, and a prominent red nose. While a junior member of the Roger Pirates, he gets hold of a devil fruit and a treasure map, intending to sell the fruit and search for the treasure, but Shanks accidentally causes him to swallow the fruit and drop the map into the sea, earning Buggy's resentment.^{[ch. 19, 434]} Having consumed the Paramecia-type Chop-Chop Fruit (バラバラの実, Bara Bara no Mi), Buggy can separate his body into levitating parts and control them independently as long as they remain close, and at least one of his feet is on the ground. This ability also makes him immune to cutting attacks which will only separate him into parts.^[ch. 526f.] Following the Roger Pirates' dissolution, Buggy becomes captain of the Buggy Pirates and achieves limited notoriety as "Buggy the Clown" (道化のバギー, Dōke no Bagī).^[ch. 9] Eventually his involvement in the first mass breakout of Impel Down, and the Paramount War, earns him a sizable following of escapees and worldwide infamy as "The Genius Jester" (千両道化, Senryō Dōke), and a seat among the Seven Warlords of the Sea.^{[ch. 549, 700]}

In the anime series, his voice actor is Shigeru Chiba.^[1] In the 4Kids dub, he is voiced by David Wills.^[40] In the Funimation dub, his voice is supplied by Mike McFarland.^[3]

Oda said that Buggy is his favorite antagonist, because of all of them he is the easiest to draw.^[41] Buggy has received much praise and criticism. Carl Kimlinger of Anime News Network said that Luffy's fight with Buggy "sets the series' precedent for battles that are simultaneously tense and hilarious".^[42] Jacob Hope Chapman of the same site said that seeing Buggy during the Jaya Arc was "entertaining".^[43] Bryce Coulter of Mania Entertainment praised Chibi Buggy's Adventure as one of the best arcs, and Buggy for his "slap-stick humour" and "Voltron-esque combining sequence".^[44] He was "disappointed" that Buggy, Smoker, and the Strawhats did not have a conflict at sea.^[45] On Luffy and Buggy's alliance in Impel Down, Chris Beveridge said, "the two do make an amusing pairing as their flight through the first level goes on". He went on to say, "he never really cared for Buggy", but the Impel Down arc turned him into an "engaging character".^[46] He said that he believes that Buggy is being set up as a regular character because he was "afraid he might lose him".^[47] Pedro Cortes of Japanator said, "Buggy is always good for a laugh, so his bit was a welcomed respite from the oppressive marines beating down Luffy and the Whitebeard pirates."^[48]

Sir Crocodile

Sir Crocodile (サー・クロコダイル, Sā Kurokodairu), is a pirate with the ability of the Logia-type Sand-Sand Fruit (スナスナの実, Suna Suna no Mi), allowing him to generate and control sand,^[ch. 170] absorb moisture with his right hand,^[ch. 201] and, as long as he is not wet, turn his body into sand.^[ch. 199] He wears a large golden alloy hook in place of a left hand,^[ch. 160] which contains a potent poison and a dagger underneath.^[ch. 204] Initially a member of The Seven Warlords of the Sea,^[ch. 113] his title is revoked by Tashigi when it is discovered that he, under the code name of "Mr. 0" (ミスター・ゼロ, Misutā Zero),^{[ch. 127, 211]} heads the criminal organization known as Baroque Works as president and is arrested after he was defeated by Luffy.^[ch. 113]

Sometime after the mass-prison breakt at Impel Down, Sir Crocodile later found the Cross Guild along with Mihawk and becomes one of its chief officers.^[ch. 1058]

In the original Japanese series, he is voiced by Ryūzaburō Ōtomo.^[49] In the 4Kids adaptation, Crocodile is voiced by David Brimmer.^[50] In the Funimation English adaptation, his voice is supplied by John Swasey.^[39]

Dracule Mihawk

Dracule Mihawk (ジュラキュール・ミホーク, Jurakyūru Mihōku), also called "Hawk-Eye" Mihawk (鷹の目のミホーク, Taka no Me no Mihōku), was one of the Seven Warlords of the Sea, and is recognized as the strongest swordsman in the world.^{[ch. 50, 52, 69]} He is a pale-skinned man who travels in a small boat shaped like a coffin.^{[ch. 50, ?]} His primary weapon is a Grosse Messer, with a black blade called Yoru. Zoro wants to beat him someday; however, he trains Zoro for two years, knowing he will only forfeit his pride and ask for guidance in the way of the sword if it means helping another. He later found the Cross Guild along with Crocodile after the Warlord system is abolished and is a wanted criminal once again, and becomes one of its chief officers.^[ch. 1058]

Takeshi Aono provided his voice in the anime until 2010,^[9] after which he was replaced by Hirohiko Kakegawa.^[51] In the 4Kids English adaptation, he is voiced by Wayne Grayson.^[52] In the Funimation English adaptation, his voice is supplied by John Gremillion.^[3]

Dracule Mihawk is portrayed by Steven John Ward as an adult and by Theo Le Ray during his younger days in the live-action adaptation of One Piece.

Daz Bones

Daz Bones (ダズ・ボーネス, Dazu Bōnesu), code named Mr. 1 (ミスター・ワン, Misutā Wan), the highest-ranking male Officer Agent of Baroque Works whose body possesses the qualities of bladed steel thanks to the powers of the Dice-Dice Fruit, and his partner was Ms. Doublefinger.^{[e][ch. 190, 533]}

Mr. 1 is voiced by Tetsu Inada in the original Japanese version and by Scottie Ray and Brett Weaver in the 4Kids and Funimation dub respectively.

Galdino

Galdino (ギャルディーノ, Gyarudīno), better known under his Baroque Works code name "Mr. 3" (ミスター・スリー, Misutā Surī) and an Officer Agent of the organization, is a sculptor with the ability of the Paramecia-type Wax-Wax Fruit (ドルドルの実, Doru Doru no Mi), which allows him to generate and control candle wax.^{[ch. 120, 532]} Following the dissolution of the organization, he was captured and taken to Impel Down, where he joined Buggy to escape, then participated in the Marineford War, and subsequently joined Buggy's crew.

He is voiced by Nobuyuki Hiyama in the original Japanese version of the franchise. In the English versions of the series, he is voiced by Tom Souhrada in the 4Kids dub^[50] and by Duncan Brannan in the Funimation dub.^[53]

Alvida

Alvida (アルビダ, Arubida) is the fat captain of the Alvida Pirates until she was defeated by Luffy. When she later resurfaced and sided with Buggy following the dissolving of her pirate crew, Alvida gained the powers of the Slip-Slip Fruit which makes her slippery as she also claimed that all her body fat slipped off her.^{[ch. 50, 98]}

Alvida is voiced by Yōko Matsuoka in the original Japanese version except in Grand Battle! Rush where she was voiced by Yuko Tachibana. In the 4Kids and Funimation dubs, she is voiced by Kathleen Delaney and Laurie Steele respectively.

Mohji

Mohji (モージ, Mōji) is Buggy's first mate and is a beast tamer.

Mohji is voiced by Shigenori Sōya in the original Japanese version and by Tom Souhrada and Chuck Huber in the 4Kids and Funimation dubs respectively.

Richie

Richie (リッチー, Richī) is Mohji's pet lion.^[ch. 12]

Richie is voiced by Tetsu Inada in the original Japanese version and by Mike McFarlane in the Funimation dub.

Cabaji

Cabaji (カバジ, Kabaji) is the chief of staff and acrobat who serves as Buggy's third-in-command.^[ch. 15]

Cabaji is voiced by Endō Moriya in the original Japanese version and by J. Ward Regan and Greg Ayres in the 4Kids and Funimation dubs respectively.

Tightrope Walking Funan Bros

The Tightrope Walking Funan Bros (綱渡りフナンボローズ, Tsunawatari Funan Borōzu) are three unnamed brothers and members of the Buggy Pirates that are excellent tightrope walkers.

The Tightrope Walking Funan Bros are voiced by Tetsu Inada, Osamu Ryutani, and Naoki Imamura in the original Japanese version. In the Funimation dub, they are voiced by Sonny Strait, Justin Cook, and J. Michael Tatum.

Superhuman Domingos

The Superhuman Domingos (怪力ドミンゴス, Kairiki Domingosu) are three strongmen who are members of the Buggy Pirates.

Acrobatic Fuwas

The Acrobatic Fuwas (軽業フワーズ, Karuwaza Fuwāzu) are four acrobats who are members of the Buggy Pirates.

Kinoko

Kinoko (キノコ, Kinoko) is a large, corpulent man and former prisoner of Impel Down's Level 5 who sided with Buggy the Clown during the mass prison break.

Red-Haired Pirates

The Red-Haired Pirates (赤髪海賊団, Akagami Kaizokudan) are led by "Red-Haired" Shanks. Members in the crew include:

Shanks

"Red-Haired" Shanks (赤髪のシャンクス, Akagami no Shankusu) is a swordsman and pirate, capable of using the Supreme King color of Haki.^[ch. 434] After serving aboard Roger's ship as an apprentice, alongside Buggy, he founded his own crew, the Red-Haired Pirates.^{[ch. 19, 434, 506]} After losing an arm while saving seven-year-old Luffy's life, and lending him his precious straw hat, which was originally owned by his late captain, Gol D. Roger, Shanks goes on to earn himself a place among the Four Emperors.^{[ch. 1, 432]} Shanks currently has a bounty of 4,048,900,000.^[33] Shanks Is also capable of using the advanced application for all types of Haki.

In the original Japanese series, his voice actor is Shūichi Ikeda.^[1] In the 4Kids English adaptation, he is voiced by Tom Souhrada.^[40] In the Funimation English adaptation, his voice actor is Brandon Potter.^[3] In the Netflix adaptation he is portrayed by Peter Gadiot.

Ben Beckman

Ben Beckman (ベン・ベックマン, Ben Bekkuman) is the first mate of the Red-Haired Pirates.

Ben Beckman is voiced by Kazuyuki Sogabe in Episode 4 of the original Japanese anime, Kenichi Ono in Grand Battle! Rush!, and by Aruno Tahara starting in Episode 151. In the 4Kids dub, he is voiced by Andrew Paull. In the Funimation dub, he is voiced by Shean Hennigan.

Red-Haired Pirates' Senior Officers

Lucky Roux

Lucky Roux (ラッキー・ルウ, Rakkī Ruu) is a large cook and combatant who is one of the Red-Haired Pirates' senior officers. He is often seen eating a rack of meat. Lucky Roux was the one responsible for finding the Gum-Gum Fruit that was eaten by Monkey D. Luffy.

Lucky Roux is voiced by Jin Domon in the original Japanese version. In the 4Kids dub, he is voiced by David Brimmer. In the Funimation dub, he is voiced by John Burgmeier.

Yasopp

Yasopp (ヤソップ, Yasoppu) is a skilled sniper and one of the Red-Haired Pirates' senior officers who is the father of Usopp.

Yasopp is voiced by Michitaka Kobayashi in the original Japanese version. In the 4Kids dub, he is voiced by Jason Griffith. In the Funimation dub, he is voiced by Scott Freeman in 2007-2014 and by Jeff Johnson in 2019–present.

Limejuice

Limejuice (ライムジュース, Raimujūsu) is one of the Red-Haired Pirates' senior officers.

Limejuice is voiced by Kenichi Ono in the original Japanese version and by Jessie James Grelle in the Funimation dub.

Bonk Punch

Bonk Punch (ボンクパンチ, Bonkupanchi) is a musician who is one of the Red-Haired Pirates' senior officers.

Bonk Punch is voiced by Kotaro Nakamura in the original Japanese version and by Josh Martin in the Funimation dub.

Monster

Monster (モンスター, Monsutā) is a large intelligent monkey and a musician who is one of the Red-Haired Pirates' senior officers. He can often be seen riding around on Bonk Punch's shoulders.

Monster's vocal effects are provided by Bin Shimada in the original Japanese version and by J. Paul Slavens in the Funimation dub.

Building Snake

Building Snake (ビルディングスネーク, Birudingusunēku) is a navigator who is one of the Red-Haired Pirates' senior officers.

Hongo

Hongo (本郷, Hongō) is a doctor who is one of the Red-Haired Pirates' senior officers.

Hongo is voiced by Hikaru Midorikawa in the original Japanese version and by Ricco Fajardo.

Gab

Gab (ガブ, Gabu) is one of the Red-Haired Pirates' senior officers who has sharp teeth.

Gab is voiced by Jouji Nakata in the original Japanese version and by J. Paul Slavens in the Funimation dub.

Whitebeard Pirates

The Whitebeard Pirates (白ひげ海賊団, Shirohige Kaizokudan) are a group led by Whitebeard and sixteen division commanders, each in charge of one hundred men.^[54]

Former member Blackbeard leaves and starts his own crew after murdering Thatch.^[ch. 440] Kozuki Oden was part of this group once when he led the second division as its original commander.

Following Whitebeard's death at the hands of the Blackbeard Pirates, some of its remnants went into hiding after failing to avenge his death.

Edward Newgate

Edward Newgate (エドワード・ニューゲート, Edowādo Nyūgēto), better known as Whitebeard (白ひげ, Shirohige), is the captain of the Whitebeard Pirates and one of the Four Emperors who comes from the island of Sphinx.^{[ch. 432, 474]} He is a large and burly old man who fights with a naginata as his weapon and uses the ability of the Paramecia-type Tremor-Tremor Fruit (グラグラの実, Gura Gura no Mi) to create shock waves powerful enough to cause earthquakes and tsunamis.^{[ch. 434, 552]} Whitebeard was capable of utilizing all three types of Haki. and was capable of using the advanced application for both and Haoshoku and Busoshoku Haki. He is regarded as the world's strongest man and the only one to have matched Gol D. Roger in combat.^[ch. 233f.] He considers all of his crewmen as his sons and protects them with all his might.^[ch. 434] After his crew member Portgas D. Ace is sentenced to death, he declares war on the Marines and attacks their stronghold with his fleet. Eventually after being badly wounded in the war, he is killed by the Blackbeard Pirates just before he proclaimed that the One Piece is real and that it indeed exists. After Whitebeard's death, Blackbeard uses an unknown method to steal his Devil Fruit power.^[ch. 576] At the time of his death, Whitebeard held a bounty of 5,046,000,000, the second-highest bounty ever for a pirate after Roger.^[33]

In the original Japanese series, he was originally voiced by Kinryu Arimoto, until his death on February 1, 2019, and was replaced by Ryūzaburō Ōtomo.^[30] In the Funimation English adaptation, his voice is supplied by R Bruce Elliott.^[31]

Division Commanders

Portgas D. Ace

Portgas D. Ace (ポートガス・D・エース, Pōtogasu Dī Ēsu), also called "Fire Fist" Ace (火拳のエース, Hiken no Ēsu), is the second division commander of the Whitebeard Pirates, captain of the Spade Pirates, and Luffy's older brother.^{[ch. 157, 159]} He is the son of Gol D. Roger (ゴール・D・ロジャー, Gorū Dī Rojā) and Portgas D. Rouge (Portgas D. Rouge, ポートガス・D・ルージュ, Pōtogasu Dī Rūju).^{[ch. 525, 550]} Having eaten the Logia-type Flare-Flare Fruit/Flame-Flame Fruit (メラメラの実, Mera Mera no Mi), Ace is capable of manipulating, creating, and transforming into fire.^[ch. 159] Ace was capable of using utilizing all three types of Haki.^[ch. 587] Eventually, after being saved from execution, he shields Luffy from Akainu's magma attack at the cost of his own life.^[ch. 574] He is buried on an unnamed island in the New World alongside his captain Whitebeard.^[ch. 590]

He is voiced by Toshio Furukawa, while he is voiced by Daisuke Sakaguchi as a child.^[11] In the 4Kids English adaptation, his names are changed to Portgaz D. Trace and "Heat Fist" Trace, and he is voiced by Jesse Hooker.^[55] In the Funimation English adaptation, his name is spelled Portgas D. Ace, and his voice is supplied by Travis Willingham.^[31]

Marco

Marco "The Phoenix" (不死鳥のマルコ, Fushichō no Maruko) is the 1st division commander who can transform into a phoenix or phoenix-human hybrid thanks to the powers of the Bird-Bird Fruit: Model Phoenix. He is a skilled user of Haki.^{[ch. 434, 554]}

Marco is voiced by Masakazu Morita in the original Japanese version. In the Funimation dub, he is voiced by Bill Jenkins in Episode 151 and by Kyle Phillips starting in Episode 316.

Jozu

"Diamond" Jozu (ダイヤモンド・ジョズ, Daiyamondo Jozu) is the 3rd division commander who can turn parts of his body into diamond thanks to the powers of the Twinkle-Twinkle Fruit.^[ch. 553]

Jozu is voiced by Takashi Nagasako in the original Japanese version and by Matt Thurston in the Funimation dub.

Thatch

Thatch (サッチ, Satchi) is the 4th division commander. He was killed by Blackbeard during his secession from the Whitebeard Pirates.

Vista "The Flower Swords" (花剣のビスタ, Kaken no Bisuta) is the 5th division commander.

Rakuyo (ラクヨウ, Rakuyō) is the 7th division commander.

Namur (ナミュール, Namyūru) is a shark-type fish-man who is the 8th division commander.

Speed Jiru (スピード・ジル, Supīdo Jiru) is the 14th division commander.

Fossa

Fossa (フォッサ, Fossa) is the 15th division commander.

Fossa is voiced by Kōichi Nagano in the original Japanese version and by Kent Williams in the Funimation dub.

Izo

Izo (イゾウ, Izō) is the 16th division commander who was one of Kozuki Oden's retainers in Wano. He was later killed fighting Guernic and Maha of CP0.

Izo is voiced by Yūsei Oda in the original Japanese version while Masamu Ono voiced him as a boy. In the Funimation dub, he is voiced by Colton Jones in earlier episodes and by Jessie James Grelle starting in Episode 963 while Kelsey Maher voiced him as a boy.

• Epoida (エポイダ, Epoida) is a Whitebeard Pirates crew member with hair over his eyes who became a subordinate captain upon forming his unknown pirate crew. Epoida is voiced by Hiromi Miyazuki in the original Japanese version and by Larry Brantley in the Funimation dub.
• Whitey Bay (ホワイティベイ, Howaitibei) is a Whitebeard Pirates crew member who became a subordinate captain upon forming her unknown pirate crew. Whitey Bay is voiced by Yuka Shioyama in the original Japanese version and by Jennifer Green in the Funimation dub.
• Andre (アンドレ, Andore) is a Whitebeard Pirates crew member and twin brother of Marines officer Candre who became a subordinate captain upon forming his unknown pirate crew. Andre is voiced by Yasunori Matsutani in the original Japanese version and by Tyler Walker in the Funimation dub.
• Kinga (キンガ, Kinga) is a Whitebeard Pirates crew member who became a subordinate captain upon forming his unknown pirate crew.
• Islewan (アイルワン, Airuwan) is a Whitebeard Pirates crew member with a walrus-like face who became a subordinate captain. Islewan is voiced by Takehiro Fujiwara in the original Japanese version and by Neil Rogers in the Funimation dub.
• Doma (ドーマ, Dōma) is a subordinate captain and the captain of his own pirate crew who is always seen with a monkey on his shoulders. Doma is voiced by Kōji Haramaki in the Japanese version and by Nick Landis in the Funimation dub.
• McGuy (マクガイ, Makugai) is a subordinate captain and the captain of his own pirate crew. McGuy is voiced by Yasunori Matsutani in the original Japanese version and by Ian Ferguson in the Funimation dub.
• The Decalvan Brothers (ディカルバン兄弟, Dikaruban Kyōdai) are twin brothers subordinate captains and the captains of their own pirate crew. While they both wear gloves that have claws on them, one has a closed right eye and the other has a closed left eye. The Decalvin Brothers are voiced by Eiji Takemoto and Masaya Takatsuka in the original Japanese version respectively and by Jeff Plunk and Wyn Delano in the Funimation dub respectively.
• Little Oars Jr. (リトルオーズJr., Ritoru Ōzu Junia) is a 196 ft. ancient giant who is a subordinate captain and the captain of the Little Pirates who model their outfits after him. He is a descendant of Oars. Little Oars Jr. is voiced by Kenji Hirai in the original Japanese version and by Jeremy Schwartz in the Funimation dub.
• Squard (スクアード, Sukuādo) is a subordinate captain and the captain of the Maelstrom Spider Pirates who has a personal hatred towards Gol D. Roger who killed some of his pirate crew. Squard is voiced by Seiji Sasaki in the original Japanese version and by Jason Kane in the Funimation dub.
• Elmy (エルミー, Erumi) is a subordinate captain and the captain of her pirate crew. Elmy is voiced by Kimiko Saitō in the original Japanese version and by Dawn M. Bennett in the Funimation dub.
• Ramba (ランバ, Ranba) is a subordinate captain and the captain of his pirate crew. Ramba is voiced by Kōhei Fukuhara in the original Japanese version and by Phil Parsons in the Funimation dub.
• A O (A・O, Ā Ō) is a subordinate captain and the captain of the A O Pirates. A O is voiced by Kōhei Fukuhara in the original Japanese version and by Mark Fickert in the Funimation dub.
• Delacuaji (デラクアヒ, Derakuahi) is a subordinate captain and the captain of his pirate crew. Delacuaji is voiced by Takahiro Fujimoto in the original Japanese version and by Michael Speck in the Funimation dub.
• Zodia (ゾディア, Zodia) is a subordinate captain and the captain of his pirate crew. Zodia is voiced by Patrick McAllister in the Funimation dub.
• Palms (パームス, Pāmusu) is a subordinate captain wearing a giant panda-headed indument and the captain of his pirate crew. Palms is voiced by Kōhei Fukuhara in the original Japanese version and by Justin Briner in the Funimation dub.
• Bizarre (ビザール, Bizāru) is a subordinate captain and the captain of his pirate crew who sports a golden jaw-like structure over his mouth. Bizarre is voiced by Shunzō Miyasaka in the original Japanese version and by Wilbur Penn in the Funimation dub.
• Karma (カルマ, Karuma) is an octopus-type fish-man who is the subordinate captain and the captain of the Takotopus Pirates. Karma is voiced by Hiroshi Okamoto in the original Japanese version and by Ben Bryant in the Funimation dub.
• Blondie (ブロンディ, Burondi) is a subordinate captain and the captain of his pirate crew whose tricorn has a small lion riding on it. Blondie is voiced by Kenji Akibane in the original Japanese version and by Jarod Warren in the Funimation dub.
• Pavlik (パブリク, Paburiku) is a subordinate captain and the captain of his pirate crew. Pavlik is voiced by Alejandro Saab in the Funimation dub.
• Hangan (ハンガン, Hangan) is a long-necked man who is a subordinate captain and the captain of his pirate crew. Hangan is voiced by Aaron Roberts in the Funimation dub.
• Arthur (アーサー, Āsā) is a subordinate captain and the captain of his pirate crew with sharp claws.
• Amadob (アマドブ, Amadobu) is a subordinate captain and the captain of his pirate crew. Amadob is voiced by Keiji Hirai in the original Japanese version and by Ryan O'Mara in the Funimation dub.
• Choi (チョイ, Choi) is a subordinate captain and the captain of his pirate crew.
• Baggaley (バガリー, Bagarī) is a subordinate captain and the captain of his pirate crew.

World Government

The World Government (世界政府, Sekai Seifu) is a global regime that rules over the world of One Piece and is affiliated with over 170 nations from around the world^[ch. 398] led publicly by the Five Elders, but is secretly led by Imu. Eight centuries after its foundation by a group of twenty kings known as the First 20 (最初の20人, Sekai Seifu),^[ch. 497] their descendants, the Celestial Dragons, live luxurious lives and abuse their power.^[ch. 498] The World Government is portrayed in the series as a corrupt, oppressive entity if not an outright autocratic oligarchy, specifically its implementation of Absolute Justice (絶対的正義, Zettai-Teki Seigi), its censorship and suppression of academia and history like the 100-Year Void (空白の100年, Kūhaku no Hyaku-nen, Void Century) and the Bloodline Elements (血統因子, Kettō Inshi, Lineage Factor) for example, the depravity and cruelty of the aforementioned Celestial Dragons and their abuse of power, and its fabrication of the Empty Throne (虚の玉座, Kara no Gyokuza) which is said that not a single person from any of the nineteen families of Celestial Dragons can rule the world.^{[ch. 396][ch. 763][ch. 907][ch. 908]} Its capital is the holy land of Marijoa (マリージョア, Marījoa, Mary Geoise) where its headquarters is Pangaea Castle (パンゲア城, Pangea-jō), the top leaders of the Government such as Imu, the Five Elders, the Holy Knights' highest-ranking officers like their supreme commander Garling, and the commander-in-chief Kong reside and govern, is the jurisdiction of the aforementioned Holy Knights,^[ch. 1054] is the home of the Celestial Dragons, and the royals of nations that are members of the Government assemble in Pangaea Castle to host the Reverie (世界会議, Reverī, Levely).^[ch. 906] The Government also has complete control over other branches, subsidiaries, and agencies specifically military forces such as the Holy Knights, Navy, and Seven Warlords of the Sea and agencies like Cipher Pol to enforce its reign and policies. Its greatest enemies are pirates and revolutionaries. The latter of which directly opposes the World Government and are led by the infamous Dragon.

Imu

Imu (イム) is the true highest authority of the World Government, making them the shadow leader of the world who occupies the Empty Throne of Pangaea Castle. Their existence is kept secret from the world and much within the Government that if anyone witnesses their existence, they are assassinated.^{[ch. 908] [ch. 1085]} Imu is shown to have great cruelty and apathy for example when they destroy the kingdom of Lulusia solely because they want to test the weapon's capabilities and it happens to be the nearest country.^[ch. 1086] They are rather childish, speaking in third person calling themselves "Mu", and seems to hold a really intense hatred towards those who bear the "Will of D". Imu seems to have eaten a yet-to-be-identified Mythical Zoan which they are able to assume the form of an enormous, beast-like, yet humanoid creature capable of consuming fire, as well as make it resemble a sharp-pointed, arrowhead-shaped appendage or a tentacle used for piercing, strong enough to mortally wound someone, which they use to try to kill King Cobra after suddenly interrupting his meeting with the Five Elders and finding out the Alabastan royal family were part of the D clan all along.

Five Elders

The Five Elders (五老星, Gorōsei) are a council of older men who are the official highest authorities of the World Government, making them the leaders of the world,^[ch. 233] and the highest-ranking Celestial Dragons^[ch. 907] with each of them being in charge of a political field in the Government. They all gather at the Hall of Power (権力の間, Kenryoku no Ma, Room of Authority) of Pangaea Castle where they meet with those who have been granted an audience. The Elders are greatly concerned about protecting the unbalanced world from the influence of piracy and preserving the World Government's public image, even goes as far as covering up its tyrannical nature and reputation from the general public. They and the rest of the World Government even pay no mind to the atrocities against countries affiliated with them committed by two of the Seven Warlords of the Sea Crocodile and Donflamingo. While they are publicly the heads of the World Government, in reality, however, the only person they secretly answer to is Imu with extreme loyalty.^[ch. 907]

They all ate Mythical Zoans which allow them to transform into enormous, monstrous creatures which they all appear in their fruits' Awakened abilities and are based East Asian mythology and folklore.

St. Jaygarcia Saturn

St. Jaygarcia Saturn (ジェイガルシア・サターン聖, Jeigarushia Satān Sei)^[ch. 1073] is the Godhead of Science & Defense (科学防衛武神, Kagaku Bōei Bushin, Warrior God of Science & Defense) in the World Government,^[ch. 1086] who ate a yet-to-be-identified Mythical Zoan that allows him to transform into a gyuki (an ox/spider Yōkai) or a gyuki-human hybrid.

Saturn is voiced by Keiichi Noda in the original Japanese version. In the Funimation dub, he is voiced by Jerry Russell in earlier episodes and by J.B. Edwards starting in Episode 511.

St. Marcus Mars

St. Marcus Mars (マーカス・マーズ聖, Mākasu Māzu Sei) is the Godhead of Environment (環境武神, Kankyō Bushin, Warrior God of Environment) in the World Government,^[ch. 1086] who ate a yet-to-be-identified Mythical Zoan that allows him to transform into an itsumade (an eerie reptilain bird Yōkai) or an itsumade-human hybrid.

Mars is voiced by Keiichi Sonobe in earlier episodes of the original Japanese version and by Masato Hirano starting in Episode 277 of the original Japanese version. In the Funimation dub, he is voiced by Randy Pearlman.

St. Topman Warcury

St. Topman Warcury (トップマン・ウォーキュリー聖, Toppuman Wōkyurī Sei) is the Godhead of Justice (法務武神, Hōmu Bushin, Warrior God of Justice) in the World Government,^[ch. 1086] who ate a yet-to-be-identified Mythical Zoan that allows him to transform into a fengxi (a four-tusked wild boar demon) or a fengxi-human hybrid.

Warcury is voiced by Masato Hirano in the original Japanese version and by Kurt Kleinmann in the Funimation dub.

St. Ethanbaron V. Nusjuro

St. Ethanbaron V. Nusjuro (イーザンバロン・V・ナス寿郎聖, Īzanbaron Bui Nasujurō Sei) is the Godhead of Finance (財務武神, Zaimu Bushin, Warrior God of Finance) in the World Government,^[ch. 1086] who ate a yet-to-be-identified Mythical Zoan that him to transform into a bakotsu (a flaming skeletal horse Yōkai) or a bakotsu-human hybrid.

Nusjuro is voiced by Kenichi Ogata in the original Japanese version. In the Funimation dub, he is voiced by Kent Williams and Doug Jackson.

St. Shepherd Ju Peter

St. Shepherd Ju Peter (シェパード・十・ピーター聖, Shepādo Jū Pītā Sei) is the Godhead of Agriculture (農務武神, Nōmu Bushin, Warrior God of Agriculture) in the World Government,^[ch. 1086] who ate a yet-to-be-identified Mythical Zoan that allows him to transform into a sandworm or a sandworm-human hybrid.

Ju Peter is voiced by Yasunori Masutani in the original Japanese version and by Michael Johnson in the Funimation dub.

Holy Knights

The Holy Knights (神の騎士団, Kami no Kishidan, God's Knights) are an order of royal guards under the command of Garling who operates within Marijoa.^[ch. 1086] They are the only authorized military, law enforcement, and security force in the World Government higher than even the Navy itself. One of their responsibilities is to sort disputes between Celestial Dragons.^[ch. 1054]

St. Figarland Garling

St. Figarland Garling (フィガーランド・ガーリング聖, Figārando Gāringu Sei) is the supreme commander of the Holy Knights, a member of the Figarland Family (フィガーランド家, Figārando-ke) of Celestial Dragons, and was a champion during the God Valley Incident (ゴッドバレー事件, Goddo Barē Jiken) who is given the authority to pass judgment on others even on his fellow Celestial Dragons.^[ch. 1086]

Celestial Dragons

The World Nobles (世界貴族, Sekai Kizoku), also known as the Celestial Dragons (天竜人, Tenryūbito, lit. "Heavenly Dragon Folk"), are a group of aristocratic elites that make up nineteen bloodlines residing in Marijoa^[ch. 142] and are descendants of the First 20 with the exception of the Nefertari Family. However, due to their connection to the World Government, they constantly abuse their power and despise the people below them (referring to them as "commoners") to the point of wearing enclosed helmets with supplied oxygen so as not to breathe the same air as them.^[ch. 499]

St. Roswald

St. Roswald (ロズワード聖, Rozuwādo Sei, St. Rosward) is the father of Charlos and Shalria who along with his children are encountered by the Straw Hats on the Sabaody Archipelago. Roswald is voiced by Hirohiko Kakegawa in the original Japanese version and by John Tillman in the Funimation dub.

St. Charlos

St. Charlos (チャルロス聖, Charurosu Sei) is Roswald's son and Shalria's older brother who is spoiled and bratty, and encountered by the Straw Hats on the Sabaody Archipelago. Charlos is voiced by Chafurin in the original Japanese version and by Jason Kane in the Funimation dub.

St. Shalria

St. Shalria (シャルリア宮, Sharuria Gū) is Roswald's daughter and Charlos's younger sister encountered by the Straw Hats on the Sabaody Archipelago. Shalria is voiced by Rumi Kasahara in the original Japanese version and by Tiffany Grant in the Funimation dub.

Employees of the World Government

Kong

Kong (コング, Kongu) is the commander-in-chief of the World Government, having much authority over the Navy, Cipher Pol, other Government subsidiaries and facilities. 27 years ago, he was the Fleet Admiral of the Navy and Sengoku's predecessor before being promoted. Kong is voiced by Unshō Ishizuka in the original Japanese version and by Jim Foronda in the Funimation dub.

Cipher Pol

Cipher Pol (サイファーポール, Saifā Pōru) is a series of intelligence agencies who do investigations, espionage, and assassinations for the World Government.

CP9

Cipher Pol Number 9 (サイファーポールナンバーナイン, Saifā Pōru Nanbā Nain), abbreviated as CP9 (シーピーナイン, Shī Pī Nain), is the secret, ninth unit of the World Government's intelligence agency Cipher Pol based at Enies Lobby (エニエスロビー, Eniesu Robī), one of the World Government's three strongholds.^[ch. 346] Specializing in assassination,^[ch. 382] they utilize a weapon-themed martial art called the Six Powers (六式, Rokushiki).^[ch. 347]Some agents of CP9 worked undercover on Water 7 for several years, Rob Lucci and Kaku working as shipwrights at the Galley-La Company, Kalifa as Iceberg's secretary, and Blueno as a bartender.

Despite their failure at Enies Lobby to get Nico Robin to the Gates of Justice, Spandam is hospitalized and the top agents of CP9 defeated by the Straw Hats and branded as fugitives by the World Government, they are eventually promoted to into CP0.

Personnel includes:

• Rob Lucci (ロブ・ルッチ, Robu Rutchi), who is known for ruthlessly and mercilessly enforcing the World Government's "justice" and was the strongest agent in CP9 and the history of the agency, working undercover as a shipwright at the Galley-La Company.^[ch. 422] He can transform into a leopard or leopard-human hybrid thanks to the powers of the Cat-Cat Fruit: Model Leopard.^{[ch. 327, 349]} When he first appeared, he posed as a shipwright at the Gally-La Company's dock one. He is currently a masked agent of the CP-0. Lucci is voiced by Tomokazu Seki in the original Japanese version and by Jason Liebrecht in the Funimation dub.
  • Hattori (ハットリ) is Rob Lucci's pet pigeon. Hattori's vocal effects are provided by Tomokazu Seki in the original Japanese version and by Jason Liebrecht in the Funimation dub.
• Kaku (カク) ^[ch. 401] is an ex-CP9 agent and skilled swordsman who can turn into a giraffe or a giraffe-human hybrid thanks to the powers of the Ox-Ox Fruit: Model Giraffe. When he first appeared, he posed as a shipwright at the Gally-La Company's dock one. He is currently a masked agent of the CP-0. Kaku is voiced by Ryōtarō Okiayu in the original Japanese version and by Alex Organ in the Funimation dub while Jerry Jewel voices him in the English dub of the video game One Piece: Unlimited Adventure.
• Blueno (ブルーノ, Burūno) is an ex-CP9 agent who travels great distances with manifested "air doors" thanks to the powers of the Door-Door Fruit.^[ch. 374] When he first appeared, he posed as a bartender. He is currently an agent of the CP-0. Blueno is voiced by Seiji Sasaki in the original Japanese version and by Kumiko Watanabe in One Piece: Red. In the Funimation dub, he is voiced by Mark Fickert in the TV series and by Bob Carter in the video game One Piece: Unlimited Adventure.
• Califa (カリファ, Karifa, Kalifa) is an ex-CP9 agent whose "strength-cleaning" bubbles that turn a person into a slippery mannequin thanks to the powers of the Bubble-Bubble Fruit. When she first appeared, she posed as a secretrary at the Galley-La Company. She is currently an agent of the CP-0. Califa is voiced by Naomi Shindō in the original Japanese version and by Shelley Calene-Black in the Funimation dub.
• Jabra (ジャブラ, Jabura)^[ch. 413f.] is an ex-CP9 agent the deceptive martial artist who can turn into a wolf of a wolf-human hybrid that resembles a werewolf thanks to the powers of the Dog-Dog Fruit: Model Wolf. He is currently an agent of the CP-0. Jabra is voiced by Masaya Takatsuka in the original Japanese version and by Phil Parsons in the Funimation dub.
• Kumadori (クマドリ) is an ex-CP9 agent and a man who resembles a kabuki actor and uses an ability called "Life Return" to control every cell in his body.^[ch. 406] He is currently an agent of the CP-0. Kumadori is voiced by Hiroaki Yoshida in the original Japanese version and by Andrew Love in the Funimation dub.
• FukurōFukuro (フクロウ) is an ex-CP9 agent and a round-shaped man with a zipper across his mouth which has to be open in order for him to speak.^{[ch. 375][ch. 408]} He is currently an agent of the CP-0. Fukurō is voiced by Kumiko Watanabe in the original Japanese version and by Alexis Tipton in the Funimation dub.
• Spandam (スパンダム, Supandamu), the former chief of both Cipher Pol 9 and Cipher Pol 5, and self-centered, but very clumsy son of the agency's previous chief Spandine (スパンダイン, Supandain) who is a very loyal follower of the World Government and really zealous about its doctrine of "absolute justice". He obsessed over moving up in the World Government, and will do anything to achieve it like even manipulating his superiors to gain approval.^{[ch. 358][ch. 391][ch. 392]} He is currently an agent of the CP-0. Though extremely weak compared to his then subordinates, Spandam carries the sword Funkfreed (ファンクフリード, Fanku Furīdo) which is capable of transforming into an elephant or an elephant-sword hybrid after it "ate" the Elephant-Elephant Fruit.^{[ch. 379][ch. 400]} Spandam is voiced by Masaya Onosaka in the original Japanese version and by Christopher Corey Smith in the Funimation dub while Kent Williams voices him in the English dub of the video game One Piece: Unlimited Adventure. Funkfreed's vocal effects are provided by Kōhei Fukuhara in the original Japanese version and by Kenneth Thompson in the Funimation dub.
• Nero (ネロ) is a man with weasel whiskers and newest recruit in CP9 who had not fully mastered all the Rokushiki skills and was apparently killed by Lucci for his failure.^[ch. 257] Nero is voiced by Hidenobu Kiuchi in the original Japanese version and by Todd Haberkorn in the Funimation dub.

CP-0

Cipher Pol Aigis 0 (サイファーポールイージスゼロ, Saifā Pōru Ījisu Zero), abbreviated as CP-0 (シーピーゼロ, Shī Pī Zero), is the World Government's more secretive, elite enforcement unit and the strongest agency in Cipher Pol. Unlike other Cipher Pol agencies that are under the control of the World Government, CP-0 operates directly under the command of the Celestial Dragons. While much isn't known about its individual agents and their abilities, they have demonstrated to be masters of Six Powers, much like agents from CP9, and also experts in Haki. Agents who wear masks are among the best combatants of the agency and are stated to be in a league of their own.^[ch. 1031]

It is said that when CP-0 is active, world-shaking events are about to occur.^[ch. 1068]

Besides Stussy, ex-CP9 chief Spandam, and other former agents of CP9, personnel includes:

• Guernica (ゲルニカ, Gerunika) is a masked agent.
• Joseph (ヨセフ, Yosefu) is a masked agent.
• Gismonda (ジスモンダ, Jisumonda) is a masked agent.
• Maha (マハ) is a masked agent.

Other Cipher Pol Personnel

Other Cipher Pol Personnel includes:

• Jerry (ジェリー, Jerī) is an agent from the CP6. Jerry is voiced by Naomi Kusumi in the original Japanese version and by Wilbur Penn in the Funimation dub.
• Wanze (ワンゼ) is an agent from the CP7 and an expert cook. Wanze is voiced by Yasuhiro Takato in the original Japanese version and by Jessie James Grelle in the Funimation dub.

Impel Down

Impel Down (インペルダウン, Inperu Daun) is one of three strongholds of the World Government and the world's greatest supermax prison where most of it is submerged underwater and surrounded by Sea Kings. In addition, any inmate with Devil Fruit powers are kept in special cells that are made of seastones. Impel Down has been split into different levels where each one has a hole that leads down to the next level.^[ch. 525] Monkey D. Luffy once entered Impel Down when looking for Portgas D. Ace only to later learn that he was shipped off to Marineford to be executed. This prison is the sight of its one and only mass breakout caused by Monkey D. Luffy as both Buggy the Clown and the Blackbeard Pirates gained some recruits from the escaping inmates while others joined the Revolutionary Army.

Impel Down's staff include:

• Magellan (マゼラン, Mazeran) is the Vice Chief Warden, being the Chief Warden before the two year timeskip. He has the ability of the Paramecia-type Venom-Venom Fruit (ドクドクの実, Doku Doku no Mi) that allows him to generate and manipulate poison as well as making him immune to any type of poison. However, his ability does not spare him from diarrhea caused by poisoned food. As a result, he spends about ten hours per day in the bathroom relieving himself.^[ch. 528] Following the mass prison break caused by Luffy and Blackbeard, Magellan was demoted to Vice Chief Warden. Magellan is voiced by Mitsuaki Hoshino in the original Japanese version and by Jeremy Inman in the Funimation dub.
• Hannyabal (ハンニャバル, Hannyabaru) is the exceedingly ambitious Chief Warden, being the Vice Chief Warden before the two year timeskip.^[ch. 526] He often shows off how tough he is to the prisoners which earns him admiration among the guards.^[ch. 536] However, he cares more about his own position than the security of the prison.[
