I think your idea about a list is excellent. To get it created, you will probably have to find a few English Wikipedia users who can read Arabic, or some Arabic Wikipedia users who can read English. I am not sure how you will be able to determine what articles are in the Arabic Wikipedia but not the English Wikipedia, but I will look for some sort of tool that enables a cross-encyclopedia search. I created this page, User:DCI2026/Arabic-to-English list, where you can begin the list if you'd like. When you are creating it, it would be a good idea to make sure that most of the articles have reliable sources. You should also review the Arabic articles you want to include on the English Wikipedia, to make sure that they are also reliably sourced.
