Sorry for the slow response, Deepfriedokra, I've been taking a few days away. As far as I can tell from a quick check, this user has not been evading their block since it was imposed. The sockpuppetry has been admitted, and they have undertaken not to repeat that, which is good; I guess my question would be what they intend to do if unblocked. Most of their editing to date with the three accounts, aside from the disruptive self-promotion, has been the addition of superfluous links in contravention of MOS:SOB and MOS:OL. That is beside the point. This article was a copyright violation, and had to be deleted. You are welcome to try again, but you have to write in your own words.

That said, 'first lady' is not an inherently notable position, certainly not at sub-national level, therefore she would have to meet the WP:GNG standard of notability, which this article did not demonstrate.
